South Carolina State Law Enforcement Division (SLED) agents arrested a Laurens County man this week and charged him with criminal sexual conduct and assault and battery.

Xavier Torraces Parks, 39, of Laurens, S.C. was charged with second degree criminal sexual assault and first degree assault and battery in connection with an alleged incident that took place six months ago.

The victim’s name in the case has been redacted (as is customary in sexual assault cases), and details in the probable cause affidavit accompanying his arrest are sparse.  Parks’ case was investigated by SLED at the request of the city of Laurens, S.C. police department.

It’s not immediately clear why SLED was called in to conduct the investigation (and make the arrest) – although the statewide agency will often intervene in cases upon request if there is a conflict involving local law enforcement.

Parks was booked on these two charges at the Laurens County, S.C. detention center.  His case will be handled by the office of S.C. eighth circuit solicitor David Stumbo.

In addition to his charges related to this incident, Parks was arrested last December by Laurens, S.C. police and charged with cocaine possession (third offense), driving with a suspended licenses (third offense) and providing false information to the police.

As with anyone accused of committing any crime, Parks should be considered innocent until proven guilty by a jury of his peers – or until such time as he issues a pleading in connection with has case.
