Over the past four days, the South Carolina Law Enforcement Division (SLED) charged three different people in three different counties – Lexington, Orangeburg and Aiken – with lottery fraud. All three individuals are charged with Intent to defraud and counterfeit Game Tickets.
According to a news release from the statewide agency, 47-year-old Mitchell Lonnell Gleaton of Cayce, S.C. was the first to be charged on Tuesday (July 16, 2024) in Lexington County.
At approximately 6:31 a.m. EDT on August 18, 2023, Gleaton – with intent to defraud the South Carolina Education Lottery (SCEL) – attempted to pass off two scratch-off lottery tickets which were previously stolen from a Simba Express, according to a probable cause affidavit accompanying a warrant for his arrest. Furthermore, the affidavit noted Gleaton redeemed one of the tickets for $25 and was “observed stealing the tickets and cashing the tickets on video at both locations.”
The Cayce Department of Public Safety identified Gleaton – an identification which was confirmed through the SCDMV and Lexington County jail bookings. He was arrested and booked into the Lexington County Detention Center (LCDC). His case will be prosecuted by the 5th Circuit Solicitor’s Office.
SLED also charged James Antonio Cheeseboro, 40, of Orangeburg, on Thursday (July 18, 2024) after he allegedly tried to unlawfully pass multiple SCEL lottery tickets at a Quick Pantry.
The probable cause affidavit accompanying the warrant for Cheeseboro’s arrest stated that he “knowingly took the activation code for the tickets from a social media post made by the victim and provided the numbers to his manager.” The manager then manually entered the digits into the SCEL terminal – where Cheeseboro redeemed the tickets for cash winnings worth $445 for his personal gain without permission or consent from the ticket purchaser, according to the affidavit.
Cheeseboro was observed on store video and identified by store management prior to his arrest. Upon being arrested, he was booked into the Orangeburg County Detention Center (OCDC). His case will be prosecuted by the 1st Circuit Solicitor’s Office.

On the same day as Cheeseboro (Thursday, July 18, 2024), SLED charged 37-year-old Angel Nicole Huitt in Aiken County after she allegedly tried to pass off nearly two dozen stolen scratch-off lottery tickets at a Circle K.
According to a probable cause affidavit accompanying a warrant for her arrest, Huitt did “redeem the stolen tickets and receive cash payouts totaling $94,” at approximately 10:43 a.m. EDT on February 26, 2024. It further noted she was observed stealing the tickets and cashing the tickets on video at both locations.
Huitt was booked into the Aiken County Detention Center (ACDC) after she was identified through jail booking documents and pictures. Her case will be prosecuted by the 2nd Circuit Solicitor’s Office.
As with anyone accused of committing any crime, Gleaton, Cheeseboro and Huitt are considered innocent until proven guilty by our criminal justice system – or until such time as they may wish to enter some form of allocution in connection with a plea agreement with prosecutors related to any of the charges filed against them.
