Hi,
I’m passionate about protecting South Carolina’s money. Actually, it’s your money and the State should manage it with care.
You wouldn’t overpay for a service or accept poor investment returns and neither should the State. Unfortunately, the penalty for the State’s mismanagement of money is that you must pay higher taxes and employee contributions.
I was featured in the financial section of Sunday’s New York Times concerning the best ways to manage and protect your money. Please take a few minutes and give the article a read – it is important to me that you see my efforts on your behalf. Click here to read the article.

That is an important article written by one of the most widely ready finance journalist in the world. You can joke if you want but believe me, the people in the investment world have read every word of it. Loftis has been at the leading edge of the national debate about fees and process and it matters to every taxpayer and government employee.

Changing the culture in a state agency is difficult. Many of these people had more than 30 years and retired/ Some moved out of state, some took jobs with great pay raises. Some moved out of town.

In December 2014, you requested, and received, $1,000,000 from the 529 plan (Columbia Management) for “operating expenses”. Yet you have only one part-time contract employee through Strategic Capital Solutions in your office (with a contract of $86K/year) managing the state side of this relationship. Is this million being used to fund your office conversion of new software that is way over budget? Is this your slush fund for other expenses not approved through the legislature? Why are you requesting this million if Columbia Management is doing the day-to-day management? This million is taken directly from the funds parents have contributed for their kid’s college education. The 529 plan is earning lower returns, and has higher “hidden” fees because of this and other transactions. Are you requesting this money from the 529 program in order to bypass your budget limit approved through the legislature?
The 529 Program is hosting a free breakfast for all legislators on May 28th. Where is this money coming from? Why are 529 funds being used to lobby the legislators?
Columbia Management is still running TV commercials with you in them. Yet you criticized (and Will Folks criticized) Converse Chellis for appearing on the TV commercials as well. Will Folks quote: “ridiculous taxpayer-funded future scholar commercials.” Why are you using 529 funds to self-promotion advertisements?

I have the supporting documentation saved too (screenshots), including emails from upper management directing this transfer. STO must have been busy recently… The supporting documentation has now been removed from this document. Surprised? Covering their tracks? Too late… Caught.

I would like for you to name one person who has been arrested or fired for waste and fraud in government that Curtis Loftis has found. Just ONE. They do not exist and if they do not exist how can you claim Loftis has attacked waste and fraud? Several investigations of his allegations have all found no waste or fraud and he cannot provide evidence to prove it. He is all talk and no substance. As they say in N. Reading these comments expose some serious allegations that must be investigated. Destruction of government records, exposure of personally identifiable information, hostile work environment, fraud in the 529 program, and other issues of a personal nature. The legislature gave the STO $270,000 for security after the DOR security breach.. $56,000 are unaccounted for . Where is that money? My tax payer money? Where did Loftis take that money? Is that money in his pockets?

There’s significant evidence of fraudulent activity coming from the State Treasurer’s Office. How was the Treasurer’s Office able to pay the Bank of New York Mellon’s custody bill’s last summer and fall? Were funds diverted from other agencies and budgets such as DMV funds? Do Chief of Staff Clarissa Adams’ initials appear on the approval form for the diversion of these funds? How much did this six figure payment cost? Did the legislature give approval in the state budget? Why has so much money been diverted from Unclaimed Property this year? Did Curtis or Clarissa approve this transaction? What is it paying for? Why have fees increased so much in the Local Government Investment Program? What are they paying for? Who are the contract employees making hundreds of dollar every hour they work to implement an IT system? Have there been cost overruns? How much did settling the Amick case cost the taxpayer? Did Curtis break the law? Did he settle it to avoid it coming up the primary?How much does the State still owe the Bank of New York? Why does the State owe money after the lawsuit was settled? Did the settlement funds come in as cash? Or was it a reduction in the amount the State owes Bank of New York?
