Reshuffling In Nikki Haley’s Cabinet

Catherine Templeton – the embattled director of the S.C. Department of Labor Licensing and Regulation (SCLLR) – will leave her post to become the next director of the S.C. Department of Health and Environmental Control (SCDHEC).

Hmmmm … let’s hope this “part-time director” actually bothers to show up for her second six-figure taxpayer job.

Templeton – whose tenure at SCLLR has been marred by all sorts of controversies – has been on “medical leave” from her post at the agency since Christmas, and sources tell FITS she “won’t be back.”

If she takes the SCDHEC job, Templeton would replace Earl Hunter – who was forced out as SCDHEC commissioner last year by board members appointed by Gov. Nikki Haley. Incidentally, these are the same board members who approved the controversial “Savannah River Sellout,” an appeasement of the state of Georgia’s port interests at the expense of the Port of Charleston and the proposed Jasper County port project.

So yeah … it’s not like putting a Haley lackey at the helm of this agency is really going to do any additional harm.

SCDHEC technically isn’t a cabinet agency, but the governor appoints all of its board members – making it accountable directly to her. We’re all for that … as long as the buck for brain-dead decisions like the “Savannah River Sellout” continues to wind up on Haley’s desk. Unfortunately, lawmakers seem intent on whitewashing this scandal rather than exploring Haley’s deep political and financial connections to it.

Sources close to Templeton say she is “miserable” at SCLLR and has wanted out of the job almost from the day she took it. That’s ironic, considering you generally have to show up to work in order for it to make you miserable.

Anyway … Templeton is Haley’s second choice (at least) for the position. Her first choice declined the offer because the job didn’t pay enough, while her second pick (presumed to be Templeton) didn’t submit a job application in time the first go-round, prompting Haley to re-open the application process.

Given her reputation at SCLLR, employees at SCDHEC obviously aren’t thrilled with Templeton’s selection.

“Please, please tell me that you have some inside information that says Catherine Templeton will not be the next Commissioner of DHEC … please!?!,” one SCDHEC employee emailed us.

Sorry … it’s looking increasingly like this is a done deal.

Hunter makes $151,942 annually (not counting taxpayer-funded benefits) as SCDHEC commissioner. Templeton made $116,797 a year, again – not counting her generous state benefits package.

    How can Haley appoint the next DHEC Commissioner? I thought the Board was independent of the Office of the Governor. That’s not a Cabinet position, so what exactly is the deal with that? Has Trikki Nikki effectively merged DHEC into her Cabinet?

    Medical leave? What’s with that?

    DHEC Commisioner is a full time job, and requires someone with substantive knowledge of the very complex health care governance structure and the state and federally delegated environmental functions of the agency.

    This is, again, another very odd decision – her circle of supporters/advisors is obviously quite small.

      She will hate DHEC, too, because like LLR, it is an agency that requires a full time director. In fact, DHEC’s agency head is on call 24-7, and works some looong hours. The position requires someone with relevant experience since DHEC deals with highly technical stuff. Pam Dukes should be a shoo in for the position, but with qualified state employees being demonized by Republicans and their dear Tea Party, she probably won’t be chosen.

      Newsflash – Perhaps pouting is one of her afflictions, along with lupus, autoimmune, and liver failure. However, I believe the silver spoon has never been removed from her orifices. Once out of an easy school, she has expected a free ride ever since.

    It’s my understanding that PTT has already made it crystal clear she will not move to Columbia if she appointed that job which, means of course she will still work from Mt. Pleasant. She sure as hell isn’t going to drive up every day. The people at LLR will be very glad to get rid of that stupid bitch! All you have to do is let her talk and you can tell she don’t have a clue. She makes the dumbest statement you’ll ever hear coming out of someone’s mouth. She must be a true blonde. With great sincerity I say to the people who work for DHEC that truly hate it for you. She will make all of your lives miserable. She will continually attempt to makes changes that have been tried many times before and failed. She is definitely a loose cannon. All young inexperienced males (her boy toys) will now have a place to get a job at DHEC. The people at LLR are very relieved to hear the good news of her departure! It truly is a great day in SC, at LLR anyway. Good riddance bitch! I’m sure she will generate many employee lawsuits there like she did at LLR. The woman is a walking tort magnet. She’ll bankrupt the Insurance Reserve Fund! I suppose since she will be the commissioner she will not have to be confirmed by the Senate. I suppose she’s lied to them enough already.

    The DHEC Commissioner is employed at the will of the DHEC Board. The DHEC Board is appointed by the Governor with advice and consent of the Senate. The SC Senate does not confirm the DHEC Commissioner. The Senate Medical Affairs Committee members asked the nominees to the DHEC Board during confirmation to go slow and to make no major changes until they fully understood the mission and importance of the functions of the agency. In less than six months, the commissioner announced his retirement. I guess it is good news the new commissioner’s first name isn’t Colonel or General.

    The wholesale appointment of the entire DHEC members means that NONE of the current DHEC Board members has more than 11 months experience in governing one of the state’s largest and complex agencies responsible for our health and clean environment. The current DHEC Board has one seat open because that Board member resigned when Gov. Haley failed to reappoint him. So far the Gov. has not appointed anyone for that vacancy. An additional DHEC Board member will need to be appointed from our new congressional district. The Governor owes the citizens of South Carolina the effort to keep up with her appointments. Surely there is someone who contributed to her campaign or owns an airplane she can use to serve on the DHEC Board. Sanford never kept up with his appointments so I see the trend continues.

    Of course, the Queen could be floating this all up as a trial balloon. Sure, she’s closely consulting her ALEC materials and what not, but maybe she’ll surprise everyone and allow the board to hire the candidate with the institutional knowledge necessary to steer the agency through whatever the Governor or board decide. That person is Ms. Dukes.

First, the fabricated “water walking” dream report to the Senate, capping off the firing of competent career employees, hiring incompetent legal beagles, failing to show up for work, vodka in her office desk, gin at her yoga parties, flying broom sticks courtesy of Nikki Haley, pool help in her bedroom, garden help in her pool, and the ever infamous all night scavenger hunt with Howard at the abandoned Occupy Park looking for glow in the dark, ribbed, heat activated vibrating condoms.

    I do not see Haley getting re-elected to another term. But then I can also say that her opponents in the past election were really no better.

    As it has been said thousands of times, Governors in SC do NOT actually govern. That power has been boxed in. And people are just sick of SC politics. The people of SC do not exist to these narcissistic cuckoo power freaks. Its like a country club setting to them.

      It means that Haley knows that she will be doing prison time if the Obama Justice Department continues to exist.

      She is counting on being seen as such a pain in the neck to the Dems that any prosecution of her before the election would be open to charges of “Political Payback” and then she’s hoping Gekko Romney will derail the investigation if he gets the presidency.

      If I had no other reason to vote for Obama, this surely will make vote for him instead of Romney.

    I even heard of one high ranking SC director who was treated for butt bed sores. When she couldn’t get the records destroyed, she blackmailed the Governor into being the Queen Bee of SCDEHC so she could destroy the records on a weekend. Can you imagine that?

    Since the “Birth” of DHEC in the early 70s, there have been only two really competent Commissioners – Dr. G. S. T. Peeples, who was the Chairman of the old State Board of Health, and one other physician who left after only a few months, and returned to Texas, apparently completely disillusioned about the agency having any hope of doing what it was created to do – protect the public health and to improve the environmental standards. We had the son of the Chairman of the SC House Ways and Means Committee for a few years, until he and his Price Michael were convicted of public misconduct. Then we had a hotshot doc (or so he thought)from Virginia (a “Savior” in his own right, since he claimed that rescued VA from the evil ant poison) who couldn’t keep away from the bottle for more than an hour or so, and also liked the Head Chick at DHEC (and supposedly others). When the DHEC Board finally removed him from office, who should be appointed Commissioner but Prince Michael, who, as stated above, had been convicted of Public Misconduct. Prince Michael finally died of cancer, and we then had Doug and Earl, who did no real harm, but I can’t really discover anything of consequence that was good. Maybe the General Assembly should consider restoring things to the way they were in 1970… a separate Health unit, a separate Environmental unit, and perhaps even restoring the Coastal Council as such (or maybe combining it with Wildlife. Things worked very well back then – and there was rarely a serious threat to the health or the environment.

      Maybe someone should try to find one of the honest public servants that got dumped during or shortly after the “Bobby Jack”/”Prince Michael” era who would know where the skeletons are buried, and clean out whatever incompetence is still hanging around. There is a former Deputy Commissioner (now in his 90s) who, if given the authority, knows where to start cleaning house. Also an easy way to reduce the number of useless employees and cut the budget.

      Saratay, 2600 Bull St needs a housecleaning, no doubt about it. It seems, however, 2600 is content to protect it’s own and cannibalize and decimate all the areas that provide direct client services, and let’s not talk about what’s been done in areas like food protection. But, never fear, some how Sims-Aycock and Mills-Jarrett always seem fully staffed.

    David Wren of MyrtleBeachOnline (formerly Sunnews) had an extensive story that quoted her heavily in yesterday’s paper about another covered up scandal at Mark Sanford’s LLR including multiple staff taking bribes and at least one getting PTI.

    Both Haley & Templeton have proven that it is not how hard you work to get ahead it is who you sleep with – but then again neither of them work very hard because they are both idiots when it comes to what is legal and what is not. Oh wait Templeton is a lawyer – oh wait again she failed the bar the first go around… and this is who is going to head a another state agency? Again she has no knowledge of what the real problems are & what the operational process is for DEHEC. She didn’t at LLR and look what a mess she made there. The sad thing is we have to wait until another governor (hopefully one with some sense – 2 in a row is enough & I usually vote Republican)to get qualified people in these positions that know what they are doing and will undo the mess left by Haley and Templeton, the Dynamic Duds. Haley was advised and asked by her constituency, aka South Carolinians, to put certain people in charge of agencies that had working knowledge of said agency and she turned her back on her constituency. She filled them with people that are not what our state agencies needed. It absolutely gauls me to no end that she still states that she is doing what is best for our state. She has no clue and only wants what is best for her. She is living proof that the good old boy system is still going on – filling appointments with her campaign contributers. Paying for a job – isn’t that like turning tricks? Well Haley is obviously very good at turning tricks.

      If it is true, CT failed the SC Bar exam the first time, it’s only because her previous employer, Nelson Mullins didn’t know about it. They have a direct pipeline into the real Queen’s castle – Queen Jean Toal – and they have plenty of folks who have bowed before that Queen for innumerable favors and rulings. Just ask Steve Morrison. Betsy and Jim Gray have the Queen’s private cell phone numbers…..The Queen can fix a deficit bar exam entry in a heart beat. Isn’t that right, Alex?

    If Templeton is appointed to head DHEC then I lose even more respect for the government than I already have….It will not be a great day in SC and she will find out real quick that she will fail.

    Ms. Dukes is the only applicant that can hit the ground running and lead the agency in the right direction. She said it herself in a recent article with that other paper.. I want to serve the Citizens of SC. She is dependable, smart and honest. Her staff in Health Regulation both admire her and are devoted to her.

    Ms. Templeton, or indeed any of the finalists, if given the proper guidance would have little trouble finding redundancy fat and incompetence to cut or reassign at DHEC, especially in the bloated management and its elevated handmaidens and courtiers. Discerning the wheat from the self-promoting chaff would be the hard part. A critical clear-eyed close-up top-to-bottom reassessment by capable objective persons from the outside would be a godsend. Probably every agency could use that once in a while.

    Now to shower with 1,000,000 International Units of streptomycin after posting on this thread.

      Proper guidance? Are you nuts? Apparently there are people at DHEC that the “establishment” does not like so they are bringing in the one person who will do the gov’na’s bidding and fire those hard-working, dedicated employees who try to do the right thing to protect the people of SC. There is an agenda, you can count on it. This gov’na’s main objective is revenge on those who exposed her for what she is and to fill positions with her cronies, no matter if they are incompetent, immoral, and self-serving. I, for one, will be campaigning against her in the next election, no matter who is running against her.

      You are clueless if you think that is what prevails there now, especially on the environmental side. Sure, there are a lot of those worthy types but not enough and not well positioned enough to run the place even at midlevels, far less to make the ultimate decisions. Having decent people even at and near the very top (including Earl Hunter) is simply not enough direction and mass to steer the whole behemoth that has been cultivated and shaped and trained by the politically powerful to bend to its will. And bend it does at the slightest exertion of influence. “Sit up and say ‘Arf!’ Good boy.”

      So what is the very worst that can happen? Some different set of the politically connected gets to call the shots instead of Jake Knotts having investigators transferred and demoted and his polluter buddies protected? And it’s not just Jake now by a long shot.

      Ask some those hard-working dedicated ones and see if they think the phrase fairly describes the whole place. Prepare to hear a long lament.

      I am a bit curious though, who do you think is targeted for “revenge” and apparently for removal to allow insertion of cronies (beyond the obvious hatchet job on Mr. Hunter, who is by all accounts a conscientious and dedicated person)?

    This woman is a joke. If she truly failed the bar exam the first time around, that is a little worrying. But if she thinks she can run DHEC from Charleston, she needs serious, serious help. Either commit and step up or get out of the way. Quite frankly, SC government should be the laughing stock of the nation. We elect idiots over and over- what does that say about all of us????

    Storm, there are many, many hardworking, dedicated employees who work for the state. Most of them are not in positions of authority because they are not politically connected – and they will be the first to go because they are a threat to their superiors. I am the first to agree that most of those in the management chain are incompetent, both in their knowledge of the job and in managing people. As far as your unicorns and rainbows comment, I sense a bit of frustration on your part so perhaps you should take that out on someone who has a direct impact on your life – I was merely sharing a point of view and in no way intended to cause you more distress.

    I am constantly amazed at the decision making process in this state. Templeton has PROVEN she only hears what she wants to hear and uses that info as basis for agency wide changes – better stated, making decisions that harm the very persons she is PAID to protect!

    Why are we,”the little people” able to see the injustices done while the “big people” (for lack of an admittable term) just gloss them over or pretend they don’t really hurt anyone…not really. WHAT?

    I would like to see the “government” STOP PLAYING GAMES and pay attention to the consequences of their actions on the people they are SUPPOSED to be representing?????!!
