Mulvaney to Hold Field Hearing in Sumter
Hearing to Examine the Barriers for Small Business Contractors at the DoD
WASHINGTON—On Tuesday, November 8th, Contracting and Workforce Subcommittee Chairman Mick Mulvaney (R-SC) will hold a field hearing titled Examining the Barriers for Small Business Contractors at the DoD. The hearing will take place at 10:00 A.M. at the Sumter County Council’s Chambers, 13 East Canal Street, Sumter, South Carolina 29150.
During the recent base realignment and closure (BRAC) process, the United States 3rd Army moved their headquarters from Fort McPherson, GA to Shaw Air Force Base in Sumter, SC. As part of the BRAC process, several large construction projects were necessary for facilities, housing, and infrastructure to accommodate the approximately 1,000 soldiers, civilian employees, and their families moving onto the base. In 2009, the Navy awarded the construction of the 3rd Army Headquarters Building on Shaw Air Force Base to a firm based in Montgomery, AL.
The hearing will examine the specific process by which the Navy determined the 3rd Army headquarters construction and identify the necessary contract qualifications, basis for the award decisions, potential improvements for bids from local companies to increase their capabilities in the federal contracting arena, and the specific barriers small businesses face when contracting with the Department of Defense (DoD).
The Committee will hear testimony from Robert Griffin, Assistant Commander for Acquisition at Navy Facilities Engineering Command in Washington, DC; Jackie Robinson-Burnette, Associate Director of Small Business for U.S. Army Corps of Engineers in Washington, DC; John Caporal, Secretary of U.S. Air Force Small Business Programs Office in Washington, DC; Bill Lynam, Owner of Lynam Construction in Sumter, SC; Scott H. Bellows, Program Manager of South Carolina PTAC at The Moore School of Business, Small Business Development Center in Columbia, SC; and William Aycock, President of Aycock Construction, LLC in Sumter, SC.
