SLED Chief Stepping Down

Less than 24 hours after his agency was asked to investigate the mysterious “phantom” responsible for stealing S.C. Gov. Nikki Haley‘s identity, South Carolina’s top cop announced that he was stepping down from his post.

Reggie Lloyd, who was appointed by former Gov. Mark Sanford to lead the S.C. State Law Enforcement Division (SLED) in 2008, has another ten months remaining on his term. And while the former judge and U.S. Attorney isn’t resigning immediately, he told The (Columbia, S.C.) State newspaper that he is likely to leave at the conclusion of the 2011 legislative session in June.

Sources tell FITS that Lloyd is being forced out by Haley – who would name his replacement subject to the advice and consent of the S.C. Senate.

We’ve always had a tremendous amount of respect for Lloyd – even when we didn’t agree with him. He’s soft-spoken and hard-working – a pair of qualities you don’t see often in state government.

And unlike the two governors he’s worked for, Lloyd is honest …

Lloyd was criticized during the summer of 2009 when his agency cleared Sanford of criminal misconduct related to the governor’s affair with mistress Maria Belen Chapur. Of course those critics neglected to point out that Lloyd publicly opposed Sanford during the fight over federal stimulus dollars, which preceded Sanford’s infamous “disappearance.”

We have no doubt that Lloyd will continue to distinguish himself in his future endeavors and wish him nothing but the best moving forward …

Well then, this will work out nicely…..Mr. Lloyd could and should get his SLED team to do a thorough investigation on Mrs. Haleys identity theft!

He also could (at the same time) find out a lot of other pertinent (Governor changing) information and take her with him on his way out the door without worry or concern of retribution!

    Perfect storm/scenario I’d say!

What crony is she going to recommend for the job? I hope it will be someone who will investigate the theft of her identity and someone who will curb the use of SLED Agents as taxi drivers for her family and cronys. I can understand the need for a security detail for the Governor but security details are not chauffeurs and butlers.

Perhaps her IG can look into the misuse of SLED Agents or do they drive him around also.

Maxwell, they need to read John Dean’s “Blind Ambition” – ASAP.

When Mark appointed Reggie at SLED and his resume was posted, it was clear he had not spent 3 years at any job, not even self-employment. He may have had some really high falutin’ positions, but he must get bored before he hardly has a chance to learn the job. I’m old, so to me a resume like his – in his positions, particulary – would be curious, at least.

I’ve always thought the most interesting fact was that Mark put him at the head of SLED halfway through his US Attorney investigation/trial of former Treasurer Thomas Ravenel. Earlier in the case, he & the FBI had brought in Italian co-conspirator Pellicoro, questioned him, but did not take his passport. He fled the country.

Struck me as a particularly odd rationale to hire Reggie as head of a state agency. I would view not preventing the main co-conspirator in such a high profile case from fleeing as a negative. The FBI agent on the case was promoted to Virginia. Of, course we need to keep in mind that everyone involved – I don’t know about the FBI guy – was a Republican all the way up the chain to Washington.

They caught Pellicoro in France a few months ago. The French judge allowed him to be free on bond to stay with a son. When the judge ruled extradition would proceed, he fled to Italy. That’s the last I have read.

Sic likes Reggie and Sic likes Thomas. I bet the entire SCGOP is very grateful to Reggie.

He will be chauffeured around in a big Cadillac, have access to a plane that ain‘t crashed, carry one of them Dirty Harry 44 magnums, hang a brass badge on his belt and be able to go up and down the highway screaming this is SLED 1, this is SLED 1, this is SLED 1 until he realizes he has to key the mike.

Of course Little Cisco may have to make way for his BFF Senator Fat Boy Poncho Knotts. Have a source at Peterbilt dealership and he thinks Knotts was just in test driving an extended cab. Word is that he doesn’t want a Cadillac. Not enough room for his RC Colas, Moon Pies, and BBQ Pork Rinds.

She’s not that smart to have lined this up all by her dishonest little self. This coup strategy has been in the making and smacks of bigger players w/ names like Koch/Rich/Cato calling the shots. The agents at SLED do not care if the person was a judge, has a law degree or even if he was Attorney General.

They will listen to whomever you appoint, however, unless your appointee has been a cop with real beside the highway or in a beer joint thump therapy experience; they will NEVER respect him or you!

Mr. Lloyd maybe a fine, honest, and a person with impeccable character, but he is no SLED Chief.

In his inexperience he thought he could come in and sit back as a figure head and let “others” do the work. His problem is he surrounded himself with people who had their own agenda and self-interest at heart. He should personally thank: James, Dolan, Gainey, Owens, Tafoha, Hunton, and yes, Leon Lott for his failure. These individuals did what was best for them, to further their careers, salaries and agenda and unfortunately every agent beneath them paid the price. Leon Lott influenced and started the motion for SLED’s self destruction so his department would be considered “supreme.” Lloyd was set for failure from the beginning and he didn’t see it. Lloyd was influenced by them and eventually HE became his own worst enemy.
What should happen, and probably won’t to save face for a few, is to have a full investigation and audit of SLED; from budget expenditures, grant usage, finances, SECRET promotions/salaries (for a certain few). And the rehire of several “Teri” employees making nearly the same salary. One example is Gainey. He retired at nearly 100K and is now, according to the recent Budget and Control Board database, is paid $80K. The same database indicates secret raises of over $20K were given to Owens, Tafoha, Barton, and Florindina.

Mark Sanford said the appointment of Lloyd to director raised the glass ceiling, and he is correct. But, in doing that the ceiling broke and the whole SLED house tumbled down. I know there are many hard working people at SLED. If you know one ask them and see what they say. You might be surprised.

And, this is NOT about the governor. It’s about a rogue captain jumping off HIS doomed ship and the torpedo is accountability.

SLED has ONE chance to recover, and only one chance (Sheriff’s and Police Chiefs) can verify this. Haley has to bring back Mark Keel and make him Chief. Lloyd is a laughing stock in the LE world with no idea what he is doing, with the exception of giving jobs to politicians family, etc he owes (B. Lott for example). If Keel were to come back, just pray he knows the Usual Suspects who have helped run this orginazation completely into the ground (names discussed above). One would hope Keel wouldn’t let let those same characters BS him into thinking they are needed at SLED. It would never happen, but Steve Smith, Carlton Medley and a couple more would sure help in getting the ship back to where it was. Here is hoping that Mark Keel will at least get a good long look before some other Yahoo gets appointed to a position of the Highest Importance for the safety and concers of S.C. citizens. Governor Haley needs input from Sheriff’s and Police Chiefs, they are the ones who can give her the direction she needs to move in. And regardless of whats been said, morale ain’t whats its currently portrayed.

Quick question – Why would LLoyd not step down now, its not like SC needs him to get through this current legislative session. But, as always, it will be assbackward thinking and he will leave sometime towards the end of June, after everyone (lawmakers) has/have left Columbia. And guess what, Haley will appoint someone to fill the role, and lawmakers will be called back (taxpayers dime) to confirm her nomination….Let her nominate someone NOW, while lawmakers are in Columbia, and can confirm her choice. Why wait until the session ends, only to be called back….or worse yet, Haley would appoint someone there now to fill out the role for a whole year……Once more, and I promise to say and type it slow this time – While lawmakers are still in session, LLoyd steps down, Haley makes a recomendation to fill the position, and lawmakers (while still IN SESSION)confirm her appointment. Haley, if for once you want to get it right, reach out to the Sheriff’s and Police Chiefs to get their thoughts on this VERY IMPORTANT position.

I agree with Hello, Governor Haley needs to confer with the Sheriffs and Chiefs extensively on this one. They are the ones that will be working with the new SLED Chief and his/her agents on a daily basis. I was an elected official in our county for 10 years and had the pleasure of working with Chief Stewart and his staff on numerous occasions. Chief Stewart ran a class act, very professional and willing to assist in any way possible. And when I say that she needs to confer with the Sheriffs and Chiefs, it needs to be Sheriffs and Chiefs from the smaller counties and towns as well as the larger ones. The smaller counties probably use SLED’s services as much or more than the larger ones – forensics lab, bloodhounds, aviation, etc. Just some thoughts from someone in a small county.

If the public really knew the entire truth of the mess that Lloyd and his cronies have made of SLED from the very beginning to present. We can start with the mismanagement of funds, drinking on the job, the reorganizationS (yes, as in plural…4 or 5 times), exhorbant salaries / raises while agents are being denied raises and employee around the state are being furloughed, etc. It is a sad mess. But of course, our new Gov is not making things any better. She is proving to be all about Nikki just as the SLED command staff are all about themselves and not serving the citizens of SC. The Lloyd administration needs to be investigated. Gainey, Heaton, and Hunton need to be removed (self serving thugs).

One would think morale couldn’t have sunk any lower at SLED.
We have not forgotten……Soon after taking the Chief position at SLED he changed his title to Director. One would have to ask if he meant Dictator. He brought in political hacks (James / Dolan) and as favors to the powers-to-be gave them outrageous 100K salaries. Quickly, offices were renovated with plush carpet, paint or wallpaper, fancy “SLED” signs marked the front doors, new plasma TV’s, new hardwood conference tables, portraits of past Chiefs were put in a closet, and yes the Tahoe’s. They called them mobile “command centers.” XM radios, GPS, leather seats, wood grain, $2500 blue light packages and all the bells and whistles you can imagine.
After splurging thousands, thousands and thousands of dollars, and in an effort to save money, Lloyd suspends or ends (depends on who you ask) the step advancements for agents. The majority of agents are earning around or near $32K and have been employed at SLED for 5 or more years.
Well….. Two weeks ago Lloyd had his incompetent and Ter-ied Human Resources Director posted two Alcohol Enforcement positions at $36,800. Alcohol Enforcement had as many as 15 agents for the whole state. Now, there are only 2 (two). In my opinion these two positions have been promised as favors to someone. Is this fair??

I believe Mark Sanford gave Lloyd a clear and define message-dismantle and destroy SLED from within. Mr. Lloyd, you sir have done a superb job! Well done!

Coward – that my friend is the complete truthful story. You are in the know, I will say that….. Although the “dismantle and destroy” are things that have been discussed by folks at SLED, don’t forget, some people got very wealthy during that 3 year time period….It’s a shame for the 95% of people who actually work there and take pride in what they do….. The seven or eight that bleed that agency for every dollar they can put in thier pocket, should be held accountable….but they won’t….If Haley would ask the Police Chiefs and Sheriff’s how SLED has been operating the last three year, Lloyd and a few more would’t have a job come Monday. The Chief’s and Sheriff’s are as tired of that group as the 95% of dedicated working agent’s.

If the director of SLED is stepping down, I wonder if the command staff has polished up their resumes? There is a big change on the way and people will be held accountable for their past decisions. Anyone can be put into a leadership position, but those who take advantage of the opportunity will pay for their mistakes. Wonder how much money will be saved when all the assistant director positions are cut? That will be more than a potato for sure.

I overheard several conversations these past weeks regarding the abuse of “position” and wasteful spending of tax payer dollars by a captain who supervises the SWAT unit and helicopter pilots.

I was told Captain Bishop and the son of a House member (name unknown) from Charleston was getting their helicopter pilots license at SLED agents and tax payers’ expense.

According to several old and new employee charts there are 6 current full time pilots for three helicopters.

Wanting to know how much money was being wasted I did some research. Pursuant to a study by Geoffrey Alpert, University of South Carolina; John McDonald and Angela Gover, Department of Criminology University of Maryland, “it costs approximately $4500.00 (per officer) to train a sworn officer to become a helicopter pilot.” This does not include the operations cost: instructor, labor, maintenance, fuel, and insurance.

The manufacture of SLEDS three “older” helicopters states the operational cost of newer and more fuel efficient aircraft cost AN AVERAGE of $371.83 to $377.78 per hour. Taking the lowest hourly rate of $371.83 times 150 hours for instruction hours equals $55,774.50 in operational costs alone. That doesn’t include the instruction time or other ratings pilots must have.

Take the grand total and multiply it by two for these wannabe pilots.

Must be nice to get this fancy training and have someone else pay for it. How many hours ($$$) have these two “flight-jockeys” already accrued? They have to keep flight logs, right? Hopefully someone will take this information and look into it.

This is another fine example of WASTING MONEY OFF THE BACKS OF AGENTS!

Another sad fact is that SLED has some agents with over 8 years experience making about 35k or less. And these agents are excellent criminal investigative agents who know how to do investigations, interviews, solve crimes, and get results. But they, like most of the underpaid WORKING AGENTS, are looking for other employment, and will most likely find it through Sheriff’s and Police Chiefs who know a good deal when they see one. These agents I speak of are told that their Step Increases have been suspended or eliminated, while that Select Few (RH, RH, DT, LG, RO, etc) suck up every dollar that becomes available by claiming it’s a promotion. In a nut shell, an agent quits, and that money is usually given to the Usual Suspects in one form or another. And one certain Administrator should be terminated for being untruthful to House Members and Senators about the morale never being better at SLED. If Keel or someone who has a conscience were to ever have the chance to LEAD the agency again, one could only hope that the new CHIEF would be able to see through the BS that the Usual Suspects are so great at. 25+ year agents making thousands less that BLott (less than 3 years with SLED), that is where this Great Morale comes from.

That’s exactly what I said in my previous post. Not to fear! Starting today the NEW hires will be making more. How can we forget the new hire, J.T. in the intelligence section working for Owens? BRAND SPANKING NEW who just graduated from the academy with ZERO law enforcement experience making……… $58,000! How’s that morale feeling?? Oh, and remember the two NEW positions in alcohol start at $36,800. Maybe those agents already working, with the more experience and lower pay should put in for them. But again, I am sure the slots are already spoken for. Maybe they have been promised (AGAIN) to friends of the incompetent Human Recourses Director?

Let’s not forget the position CREATED for Tony D. It’s amazing how they pull things from thin air for those “special agents.”

    @Oh My!

You are correct. It’s another example of how the promotional opportunities differ from agent to agent. It’s one thing to promote someone who can “back it up,” but not in this case. trying to fix his unit. Another person promoted because of who he is and not what he knows.

    Things are bad, really bad……….

Not only are the citizens of SC suffering due to the loss of services (i.e. loss of Computer Crimes Unit) but the honest, hard working employees (sworn and non-sworn) are suffering. They didn’t appoint or promote this crew of self-serving stooges. Jobs are few and far between right now so they have no choice but to ride this disaster out so ease up.

    @ Touché-
He’s not an agent but a “bean counter” who micro-analyzes ways to save money. In other words he finds a way to “Rob Peter and pay Paul.” How do you think they find money to pay for the flight lessons for the two wannabe flight-jockeys, the scuba diving lessons for 8-12, pay raises for the aforementioned, outrageous salaries for the aforementioned, and the two recent “rigged” promotions? He’s an avid runner as he jogs every day during work hours. And if you ask the arrogant (CENSORED) jerk he will tell you how great he is. He’s one of many, AND THERE ARE MANY, non-agents recently hired at $60K plus.

    @ Hello-
On paper he’s making more than Gainey, but in reality he’s not. Gainey retired at 100K (retirement check??) and is salaried at 80K. What’s Gainey bringing in yearly……140K to 150K? That’s pretty good for someone whose main job is to be the directors “smoke break buddy.” And the most important daily decision is how any puffs he’s going to take on that cigarette.

The last person they ‘fired’ was a major who now works at DPS. Remember? B.T. who wouldn’t go along with the “dirty deeds” and was fired on the spot and escorted from the building.

From what I hear, agents and employees have been fired, forced to resign and left on their own. The whole command staff has been finding ways to force people out in order to make themselves look and feel better. It is such a sad situation, but the current command staff will be held accountable for their choices. I just hate that good people were forced out while a few bad people went on a power trip. I believe when the new director comes, he/she will make changes starting with the command staff. As a leader you should never make a choice to make someone else look bad in order to make you feel better. Also I believe leaders should be held to a higher standard and positions should be posted for all to apply. Just my opinion.

An unprecedented “backroom deal” between Chip Johnson, former SLED Captain / former SCANNA security chief and former SLED Assistant Director Tim James continues today.

Not once in the history of SLED has security guards integrated with agents during yearly weapons requalification and in-service (policy and procedure, legal, updates, etc.) training.

I have been told by my brothers and sisters in Columbia that SCANNA security guards stand shoulder to shoulder with agents during weapon (re)qualifications at the police academy; they learn tactical maneuvers and how to perfect their shooting skills. And the past year and half SCANNA security guards sat side by side with agents during classroom instruction. WHY? are we to expect this privilege will be extended to other security companies? Columbiana Mall Security? Pinkerton? Wells Fargo?

SCANNA is a private company in business to make money. According to their webpage they are: “Headquartered in Cayce, SC, SCANA Corporation is a Fortune 500 energy-based holding company, with $12 billion in assets, whose businesses include regulated electric and natural gas utility operations and other energy-related businesses.”

How insulting to agents! Why do the so-called ‘leaders’ continue to demoralize SLED agents….. Its not the fact that SCANNA security guards salaries are at least twice that of SLED agents- they are NOT police officers. Agents (police officers) put their lives in danger every time they wear that badge and gun. As of today, 25 police officers nationwide were killed by gunfire.

And to think our current administration considers us to be no better than security guards.

Such a blatant and arrogant waste of taxpayers’ money, did they actually think they could get away with it? As of now there are 6 pilots for 3 helicopters….. were they planning on purchasing another helicopter for these two wannabe “flight-jockeys?”

I surmise the total money spent for their joyrides were enough to give anyone of HIS subordinates their (overdue) “step in pay.” How can someone with a clear conscience do that to one of their own?

    ** PROMOTIONAL OPPORTUNITY **

    YOU NEED NOT APPLY!!

Within the past month two supervisory agent positions (captain and lieutenant) were opened/posted in the EOD unit. Not wanting to be as transparent as Bishop’s appointment to captain, our leaders created a mock promotion scheme similar to Duarte’s. The positions were opened to all the agents within division; however, the qualifications and prerequisites were written for Frank C. and Ed P. – The only criteria omitted were Frank’s and Ed’s DNA.

A farce style promotion board was convened and the only “qualified” applicants to attend were Frank and Ed.

It goes to show if you threaten to leave or retire, and if they like you, THEY will promote you (to captain) or raise your salary. Sound familiar?

If you have had any kind of raise/ special made promotion within the last two-three years, or you’re on the “Teri” program, please take it upon yourself to leave when RL does. I think the party should take place at SLED and should start with a power point presentation on how much money was just saved now the command staff is gone. Really – The problem with that is when RL came in, he had no connections with the “current command staff”. But, after the usual suspects (Ass Kissers) got to him, he bought into the BS they were feeding him, and kept them in power positions. I kinda feel sorry for RL, in a way, because he listened to the most incompetent group of Ass Kissers who painted him a picture of how great they were/are, and RL bought into it, which lead to his downfall. In the meantime, those Ass Kissers got filthy rich when RL couldn’t see through the BS. SLED does need a house cleaning to get a command staff there who’s main objective is not to grab all the money they can, and realize that the same agents the current command staff pretty much pissed on the last three years, are the same agents that justify them having a job. I’m in agreement with some of the other bloggers in that Keel can put an end to all that BS and get the taxpayers their money’s worth. Keel has been a working police officer/agent, and he understands that you have to throw the little guys (working agents) a bone or two every now and then just because its the right thing to do. Some current “command staff” (Ass Kissers) have gotten 60 to 70% raises in three years while agents have got nothing but excuses. And you still have the chosen few (Retirees) who are still double dipping due to BS’ing RL into thinking how important they are. Just hoping that judgement day comes sooner rather than later. RL has been had bad by that group of people who he thinks are his friends and loyal to him.

Certainly, the appointment of Mr. Keel to Chief of SLED would be a “breath of life” to a Division that has been dying a slow and agonizing death. You would see an instantaneous rise in morale among its employees. Honor and integrity would return to SLED and its reputation would be somewhat elevated. The employees loved Mr. Keel and it was obvious by their turnout and support during the Division Christmas party where there was standing room only and not empty seat in the hanger. SLED would return to the way it was………

But, is the “way it was” good for SLED? Why should we settle for the “way it was?”

Mr. Keel is not without faults and concerns. As second in command, under Stewart, he (they) promoted incompetent and unqualified individuals to supervisory positions. Today, agents suffer for having lieutenants who are incompetent and ineffective in their leadership positions. Without going into detail, one supervises the alcohol unit, one supervises the narcotic unit, and the other was reassigned to the Bloodhound Unit from the Special Victims Unit. His promotion sparked a lawsuit by a now retired agent who was a million times MORE qualified than he was.

So, I say let’s not settle for the “way it was.” We need a leader who puts the Division FIRST. One who comes with goals and a vision to better SLED- not pad their pockets for retirement or feed their egos. One who understands SLED’s mission and the core of values it was created under. We need a leader and not a politician. I can say unequivocally and with utmost certainty that we do not need any of the “fab-five”; especially Hunton and Owens.

I would ask Governor Haley or any member of the search committee if they would ever appoint a politician to oversee the National Guard. And being a former FBI agent doesn’t qualify you to lead SLED either.

Therefore, I am not ready to jump on the Mark Keel bandwagon.

Lots of people keep talking about “someone new without any connections”. The down side to that is the Fab-5 are professional Ass Kissers and very very good at it. They would have some (non-connected)Director snowed under, and have him believing that they are an important part of the division and the division must have them. The new Director, not knowing these people (Fab-5), would be fooled just as bad as RL was. I do feel sorry for RL to some extent, as he let these people run him and the division completely into the ground. The Fab-5 ain’t making that kind of cash (see above link) just by luck. Lieutenants and below are the only ones who see whats happening, because if you are above the rank of Captain, all you see is the $$$$DOLLARS$$$$….Maybe that old song will hold true – “we won’t get fooled again”

Reggie Lloyd is NOT an honest person of impeccable character. He is a lying, insulting oaf who uses his position to demean employees, threaten them, and intimidate them. This is a man who doesn’t care about rules and will bend and break them to suit his needs, even if it’s Federal rules he’s breaking. He will often cut down employees in meetings, insulting them in front of co-workers and command staff…and have you ever heard him talk about Mexicans? Oh my God, the hatred he has in him is astounding…

    @ Hello-

It ain’t so and that’s not what I am saying. It all depends when he teri-ed (double dipped).
His posted salary before he ‘retired’ was listed at $98K. His PORS (Police Officer Retirement System) is based on his years of service and the percentage of his last three high years. Take that $$ and add it to his current salary of $80K. I believe he has been double dipping for almost two years. You do the math. Regardless of the actual amount it’s not a bad retirement for a “hate-filled” person who enjoyed bringing misery everywhere he goes. (More on that later) His biggest decision now is deciding how many cigarettes to smoke.

    To All-

It’s very important to post honest, factual, and verifiable information. Fictitious or spurious comments are counterproductive and will not be taken seriously by anyone. This form is a great opportunity to expose the administration for what they are and if we continue to provide relative information people out-side of SLED will continue to read these comments. Once we stray away from that the comments we post will fall on deaf ears.

    @ Really-

Part of your post….“but I now think someone new without any connections in house is needed.”

Yes, there is a diamond in the pile of manure at SLED and there IS a true leader who can easily step up, take control and immediately upright this sinking ship. Gainey, Hunton, Owens, Duarte, Flondarina, and Heaton are the architects of failure and they must go.

    @ Hello

I heard agents speak about that dog before. I was told Sandy worked and trained hard and she always caught her man. Since Sandy died the dogs don’t train and they certainly can’t catch anyone because they’re caged up all day. I overheard a couple of SWAT guys talk weeks ago and they said to bring back Hoss and Big-A to retrain them since the captain spends his days learning to fly, both lieutenants sit on their butts, and the others jog all the time. Not my opinion, it’s theirs.

The three supervisor’s salaries combined total a little more than 200K.

She has ZERO law enforcement experience and she recently graduated from the SC Criminal Justice Academy- BASIC class. She is one of a few of Owens’ little soldiers in his army.

Instead of classifying her as a Law Enforcement IV as comparable to other agents with the same salary, she is classified as “NON REGULATORY.”

Is her classification proper? Better yet, is it legal? This is another blatant move by the administration to circumvent some rule which they think their above.

I believe there are many grant-funded positions we are unaware of and now some are coming to light. The way this administration spends money on salaries is like playing a shell game; sleights of hand to trick you into believing you really don’t see what you think you see. Also, agents are down from 450 to 220. The money saved for re-occurring salaries is going to flight lessons for Bishop and Moss, and the rest towards higher salaries for new agents, especially in Owens’ unit; which a lot of people are doing a lot of nothing- except for a handful. One of his agents, Bobbi, plays “Farmville” all day long. Maybe Owens should manage his people more instead of politicking for the chief position. Why doesn’t the administration verify if he’s running his cleaning business during work hours instead of trying to figure out who I am?

Tafaoa has a lot of power as he overseas arson and DHS- enough power to handpick Frank and Ed for their recent promotions. I heard from a buddy in Columbia that he just purchased a fleet of new Suburban’s and replaced his new one with a new and expensive truck. Must be nice for Frank and Ed… new (rigged) promotions and now new vehicles. Wow! Living the dream!!

Look, I love SLED. I am retired. But, let’s put some facts out there. First, lots of BS being thrown around about Jennie Temple. She makes more money than a lot of us did. But, she has three degrees. She has one masters degree in GIS crime mapping and one from the Navy in Homeland Defense and National Security. She is working in the intel center. Most intel people are not sworn. Look at CIA or FBI. She is well worth the money. Whether it is right or wrong, at the end of the day there are many people that can fill the position of bloodhound tracker. Not so many for GIS crime mapping. Jennie is well known and respected throughout the state. If you asked the SCSA or police chiefs association, they would tell you about Jennie and how she has helped LE around the state. There are many that a new chief should get rid of and she is not one of them.

Although I am not well educated, I have noticed that some of my brothers at SLED have a problem with people who went to college. Like Robert Connell a format Air Force Colonel and veteran. A guy with a PhD in Physics is called out on here?

At the same time you have political hire HS diploma people running a sorry training program for the state police? Very Disturbing. I can only hope a new chief will cut ALL the political hires and retirees to bring back the SLED reputation. Right now, SLED is a joke and I hate to even tell people I was an agent. Wish they would bring back Steve Smith or someone that could make us credible.

Now Steve Smith would be an EXCELLENT choice. But with you saying that, Smith is nowhere close to having all those college degrees, etc. In fact, if I’m not mistaken, he got his BS later in life. So PhD in Physics, and all that other education does very little for you when you are sitting in a room, with a murderer, for a LONG time, and NEED a murder confession to get a guy off the streets. Check with the Colonel and see how many of those he’s gotten in his CAREER. You do have to have a balance between REAL police officers/agents and all the “college educated master minds”. But, you can give those agents making 32 to 36 thousand a little help as opposed to spitting in their face and bringing some people on board at outragous salaries (because they can map and chart graphics). How can you justify BL’s salary, when that person had ZERO experience. SLED’s backbone has always been criminal investigator’s and getting whats needed for a sucessful conviction. Justthefacts, please ask some of the college educated masterminds and the Colonel to tell you about their most sucessful felony arrest. And one more thing, I bet the Colonel and others would be nervous wrecks, and would probably refuse to go, if ordered, into a wooded area, late at night, with your trusted Bloodhound, to bring out a criminal with a gun. Thats police work my friend, plain and simple. And that is what SLED is losing now. SLED ain’t the CIA or FBI. SLED is losing very very good criminal investigators due to the fact they have completely ignored them and given stupidly to folks like the Fab-5 and others of the such.

I am in belief that you have to pay a fair and reasonable salary to the agents who actually put their LIVES IN DANGER, ie: the Narc’s, Bloodhound agents, SWAT personnel, criminal investigators and the like. You ain’t got to give all that freakin cash to people who sit behind computers, administrators, command staff, etc….With all the people who have left, there is plenty of money to fairly share, if only they would quit giving so stupidly to people like the Fab-5. For once, do the right thing and give agents their step-increases, and look after the senior agents who have been “bogged” down in the system for many years, while the chosen few have been LIVING LARGE.

Yes, SLED is no longer an accredited flagship agency within the CALEA system. You can thank the leaders with all those degrees for losing such a prestigious honor.

As JT inputs information into the computer to track and predict crime, remember it’s those dog handlers, street officers, detectives etc. giving her the information. GIS crime mapping is mainly used by analysts (normally not LEO) to map and analyze crime patterns. GIS crime mapping and Compstat would be better applied to larger cities such as New York (where it originated) and Los Angeles. How you think you can apply it to small rural towns and much smaller cities in South Carolina is interesting. Did we as taxpayers pay for her degree? I’d like to know the cost of her then salary, numerous airfare tickets, and the tuition. I’ve been informed Hunton, T. James, C. Johnson and possibly others received the same degree. And why did they classify her different than those with comparable pay? Circumvent state policy to justify the higher salary?

And, if she’s as wonderful as you say, why isn’t she working for the FBI, CIA or any other federal entity?

A PhD in Physics is very admirable, extremely admirable. Please tell us how his degree is applied to law enforcement? Does SLED have a space program? Or, perhaps a nuclear reactor in the basement of headquarters? Would he be better suited working in the forensics building with the others who has all those degrees?

Those bloodhound trackers you degrade are the same guys who will pursue murders, rapists, home-invaders and even lost children. I bet they have gone places YOU wouldn’t dare step. Did you know two former bloodhound handlers are now FBI agents?

Please tell us about the training. I have been through several training opportunities and most recently spring requalification. I thought the training was realistic and I felt challenged to improve my shooting and some scenarios made me more mindful of officer safety. If it’s that bad, you should tell SCANNA so they would stop sending their people through our in-service requalification? I am not sure you even know what you’re talking about.

For you even to mention Steve Smith is a hint you are ill-informed.

I have a degree and it makes me know better than those who don’t and I am not so arrogant to believe that. Since were giving free flight lessons (Bishop, Moss and Mark Keel), free law degrees (Keel) and now free DHS degrees, why don’t we offer free degrees to those “second-class” agents YOU degrade. Then we all can be great and wonderful!

Buddy, I’ll take someone with years of experience and no degree OVER all your bookworms with degrees who make flow charts and who sit behind desks pondering Classical and Quantum Theory’s any day!

    Facts:

Much of the command staff/supervisors have had little or no street experience. They have had little or no experience in working several different types of cases from incident to conviction either through a plea or trial. It would be worthwhile if the Director (current or future) would honestly assess those in the higher echelon. It would be illuminating to say the least.

Much of the command staff/supervisors have now taken the classic bunker mentality. Any effort to engage them is met with resistance, outright ignored or dismissed as the lunatic fringe.

SLED has become top heavy with supervisors, many who have been promoted beyond their ability. Well, promoted beyond their investigative ability, not their ability to go to lunch and loiter around the right people at HQ. Some of that ability is downright amazing.

SLED is now so diluted that everyone has their own little kingdom resulting in paralysis when deciding who should do what. SLED is a textbook example of what happens when the process becomes more important than the product.

All the talk of salaries tied to degrees is not the point. Where was all this pontificating when supervisor pay was revamped and modernized?

The fact is that long time, experienced Agents that have done what is asked of them and beyond are dealing with years and years of insurance rate increases, cost of living increases and are now watching persons being hired at significantly higher pay with no experience at all let alone no experience in law enforcement.

I love SLED and have respect for the agents. I was one. But now that I am retired I can reflect on reality. First, let me tell you I have over 30 years of law enforcement experience. And most of that is “street” experience. Street experience is not working behind a desk in CJIS. It is not working behind a desk in “training”.

Street experience is at the municipal or county level. Or even the troopers. These are people that are risking their lives EVERYDAY. They are making traffic stops, answering domestic calls, and civil disturbances EVERYDAY. Question: without looking at self initiated calls, How many full SLED SWAT calls have been requested in the last few years? How many bloodhound calls have been requested in the last three years? How many aviation calls have been requested in the last three years (not self initiated eradications or dropping fish to stock the lake)?

I would never degrade a SLED agent since I was one. But seriously, SLED is here to help small departments that cannot afford their own specialists and are often to arrogant to rely or larger neighboring counties.

The larger departments have surpassed SLED and are better trained and equipped. I am not blaming the SLED agent. It is a history of training neglect. Training is not only about firearms. It is about complex case investigation (fraud, white collar, etc.). Other agencies devote far more time than we do. They carry a heavier caseload and their investigations are more complex. The larger agencies call SLED for an officer involved shooting only for objectivity.

Yes, there are people that went to the FBI from SLED. But, do you think the dog handler was accepted by the FBI because he was a dog handler? Maybe it was because he was young, fit, smart, and moldable. Oh yeah, I forgot he also had a masters degree.

REALITY CHECK: infantry in the military that are paid less and risk their lives everyday. The analysts and people behind the scenes get paid more. Is it right? maybe not. But there are hundreds in SC that would run dogs. Not to many that would run grants. Colonel Connell over DHS grants has brought millions to SLED. That money paid for your SWAT training, your command post, uniforms, vehicles etc. are a result of his grant work.

And let’s be real, what SLED agent risks their life everyday? There are minimal SWAT calls. Narcotics agents probably do. But the rest are not. They are responding after the crime

I don’t mean harm to nobody. I hope SLED can someday reach it’s stature as it did 20 years ago. Back then when I walked into a room I was respected as a SLED agent. Now, many are out of shape and arrogant thinking that because they are SLED they are elite. Those days are long gone. It is time for a new chief to rebuild and I am voting for Steve Smith.

I am giving you just the facts.

Salaries are paid based on the market value ….. Right or wrong.

You have seen Captains and Majors come and go over the last three years. All of them that I know of are making substantially more money. The ones that stayed probably couldn’t get a better job. I hope and pray a new Director will come in and bring the reputation of SLED back to where it once was. It might take years but I hope so.

Has Steve Smith shown any desire for the job? One thing about Smith, he will put the right people in the right place doing the right thing the first time. I would just hope he would have no loyalty to those who have all but destroyed this agency. I believe LLoyd should address those issues before he leaves. The people who destroyed his career just to get MONEY in their pockets should be dealt with by LLoyd. LLoyd got rid of a few dead weight Captains, etc, but he needs to address those who destroyed his career.

First time “poster.” I have been following the comments with interest. One post in particular about which I feel that I must comment:

To “justthefacts”…congratulations on your thirty years of “ mainly street “ experience. However, I take offense to some of your comments. First, you must have been relieved after joining SLED since you weren’t risking your life EVERYDAY. I wonder how many years you worked as an agent at SLED? Were you tired of your “street” experience? Or, did you just want that “respect” that came with being a SLED agent? Were you not respected before joining SLED? You say that you “love SLED and have respect for the agents” but your post is full of criticism and rife with flawed reasoning. But hey, you would “never degrade an agent.” Really? While I have the greatest respect for the street officer, this does not make my job ANY less important. I don’t know what you did for SLED but you obviously didn’t have my job. I can assure you that I have been involved in complex cases some of which were referred to SLED from local agencies because they claimed they neither had the manpower, time nor patience to attempt the investigation. I wonder if some of the larger departments you reference have a bigger budget than SLED? Just thinking. I doubt any of them have taken the beating that our agency has taken in the last three or so years. But I’m not here to debate that issue with you. I admit that our agency has fallen in some respects but it was sure not because of a lack of dedication from the agents and some others. I’m not going to debate that issue with you as I believe most everything has been covered on this blog ad nauseam in that regard.

Regarding the issue of pay, I challenge you to follow this link: http://apps.newsobserver.com/know/osp/?action=showresults
Here you will find the salaries of SBI Agents. Note the SBI Agent I and II. Check their hire dates too. Now, compare this to SLED agent’s starting salaries ( and I’m not talking about the “exceptions” mentioned in this blog…that’s another topic of discussion). You will find that GBI and TBI are higher as well. So you can take your “facts” about pay being based on market value and shove it! I think retirement was a good move for you.

In summary, you sir are an idiot.

Connell did not bring all that money to SLED, his former staff (that he forced out)did. Just the Facts-since you are a retired agent-stick to what you know. First of all he was a Lt Col not a Col. Second-his former staff was responsible for bringing in the money. He has mismanaged funds and lied to the first responders to fund his special projects.
Just the facts-enjoy retirement and stick to what you know. As a first responder who knows the truth about Connell, he may have you fooled and some command staff, but very soon he will be joining you except without the option to retire.

Are you talking about the same Steve Smith who drives a BMW with NA(something)? Five words describe Steve Smith: Son of A Bitch and Asshole.

It tells you what kind of asshole he was for his reputation to linger on since his retirement 10 years or more ago. Hell, it tells you what type of prick he is for having that type of personal license plate.

It sounds like you have some type of homosexual infatuation with Connell. Please tell us!

Did your son in-law have a master’s degree when he was fired from the highway patrol?

    Mr. Gainey,

As your employment days dwindle and your time at SLED comes to an end, you will NOT ride off into the sunset like most honorable retired agents. You sir, will slither off to the bowls of loneliness and darkness hopefully never to be heard from again. I doubt you will maintain communication with anyone affiliated with SLED since you will be (and you’re not alone) one of the most detested agents in SLEDs history. Why? Because YOU arrogantly sold us out! You sold out Robert and Mark.

You are the “face” of this administration.

In 2008 you traveled the state going from office to office spewing your fear and anxiety to field agents. I believe you took pleasure in seeing the terror and fear on their faces as they worry about their jobs and family. And sir, you took the same pleasure notifying agents their “step in pay” was cancelled. You said “these are dark ominous times, if you are afraid, you should be.” Remember?

It’s pathetic that you are the same person who informed us about budget despairs, layoffs, and riffs- yet two years later you’re double-dipping with a retirement check from your original $98,000 salary plus your current salary of $80,000. You are what’s wrong with the system. How do you look at yourself in the mirror as agents struggle paycheck to paycheck? These are the same agents waiting for their “step in pay” increases, the same agents whose hard work solidifies a positive working relationship with the sheriffs, police chiefs and the law enforcement community. Something this administration knows nothing about considering “you don’t need them.”

Today agents are driving old, worn-out, high mileage vehicles which some would consider unsafe. You sir, what are you, Lloyd, Hunton, Heaton, Weir, Owens, and Tafaoa driving? Isn’t it nice the command staff is driving around in their newer fancy Tahoe’s and Suburban’s? Such leadership should not go unnoticed.

We cannot celebrate with you in your retirement; only rejoice in your departure. I cannot think of anyone, other than that lieutenant formerly assigned to the SVU, who will miss you.

Mr. Gainey, “these are dark ominous times, if you are afraid, you should be.”

Seems someone came to SLED and and quickly found themselves a spot, or was put in a spot, where they could not harm themselves or others. Unfortunately SLED has too many of these types that do not, will not or can not interact with other departments and their personnel. Now SLED is paying the price in that many of these types are now in control.

Intelligence is an important tool in any investigation, however if you have no one left that knows how to interpret and apply it it’s useless. SLED has very few left that can actually work a complex investigation.

Your comparison to the military and SLED is poor.

The military has a uniform pay structure with a clear path of what is expected to advance. SLED command staff makes stuff up as they go along. This results in the same people giving themselves raises and patting themselves on the back for a job well done for satisfying whatever qualification they have to tell themselves they completed in order to take more money. The military frowns upon fraternization and gives those that watch people brown nose their way to a raise or promotion some recourse.

Agents have been told years ago the system they were hired under which included step increases is no longer valid yet the same people who said this have failed to implement any new path. Agents can only watch as new hires straight out of the Academy and those that befriend certain people get raises.

The “market value” comment speaks volumes. Just exactly who and what determines market value for police officers? Why is it when supervisor pay was the issue, and the raises that followed, all this “market value” talk non-existent? Why is it that all the reasons used to modernize and structure supervisor pay now do not apply?

Your rumor spreading days are over. The leaders who have surpassed you have taken risks in order to accomodate change during hard financial times. You have blogged half-truths because you feel rejected and unpromotable. Chief Stewart and 2020 said to watch you closely as you were not to be trusted – they were correct.

Your personal lifestyle of Porsches, horses, guns and rolex watches do not impress anyone at SLED. Your position in the Training Department allowed you the opportunity to sell taxpayer funded spent brass to ammo dealers in order to support your personal shooting fetish. Your folks say you have no accountability of your stash of guns and equipment at SLED. You are a sorry example to your people.

The training program you manage hasn’t changed for 20 years. Same old sh*t different day. SWAT is bored with you and your training program. Bloodborne pathogens twice a year – give me a break!

You no longer have to dispatch your malcontent spys to snoop around SLED for gossip. You’ve blown your wad. There’s no more poop to blog except to rehash trash you and the other Cowards publicize. You do not know how to gather intelligence, so you make it up. You must have learned girly gossip investigative techniques from your ex-SLED agent wife, a so-called investigator at USC.

Your actions defy all that we “used to” stand for – trust, integrity, honor. Your NARC background exemplifies the BS you are capable of. Be honorable – RESIGN NOW!

I’ve watched this blog with only a passing interest and it has been disconcerting, to say the least. I really had no interest in it until Bee Sting showed up. Bee Sting, you are exactly what’s wrong with the agency.

It’s obvious you are an agent because you have just enough information about the inside to be able to spout utter crap. Not one thing you said is true…not one thing. Yes, I’m on the inside and I’m the last person you would suspect to post on here. I know enough to tell everyone out there that Bee Sting has zero credibility and he’s an angry little man. He will continue to take potshots from the dark, backshooting as he goes along, and will not articulate very well, nor will he provide any facts to back up his malcontented little rants. Count on it.

As for McClary, I don’t care what kind of watch he wears or what kind of car he drives. All that proves is he either manages his money very well, or very poorly. Either way, not our collective business. Incidentally, we live in South Carolina, Bee Sting, nearly all of us own horses or four wheelers. Bloodborne pathogens is a mandated course, by the way, and we haven’t had it twice this year. No…I’m not attached to McClary and I’m not in training, I just don’t like your misinformation.

I’ve watched as our own people have posted on here and made us all look bad from inside, but you, Bee Sting, make us look the worst. You brought a man’s family into this and it was not called for. It was dishonorable. You have no call to speak of honor or integrity. You are a poor ambassador for law enforcement. You make Drakeford look bad by using his name and attaching it to your drivel. Your grammar and punctuation make you sound like a knuckle dragging bumpkin. Your language is coarse and vulgar. You are the kind of man I don’t want behind me in the stack on a door. You shouldn’t speak of integrity because you don’t understand it as a concept. If you will bring out his family for no cause, then you will bring out my family for no cause. We leave family alone. Apparently all of us know the rules except you. If you would do that, then you have no Code. I would take the time to explain Code, but you would not grasp it…even if I spoke slowly and used small words.

Bee Sting, you gave just enough information that people will figure out who you are. I’m telling you flatly that you have made an enemy. Please post who you are. At least initials…just hint at it, please. I’d like to discuss some things with you in person. If you look hard enough then you can find me. When everyone figures out who you are, I’m telling you flatly that you should consider that mall security job you mentioned. I think I will see about getting you transferred under my command eventually. How does resident agent in Rabbit Stew, South Carolina sound to you?

Guys and girls, please stop posting our dirty laundry on here. It makes us look bad. Leave the garbage to Bee Sting. Let him buzz over the trash. Be proud of what we are. Stay the course. Change is coming and we should come together for it. We are still looked up to as an agency. Endure what you can’t bear silently. Hang in there.

    See you soon, Bee Sting.

How dare you pervert this site with your personal attacks on a respected individual and family. Your allegations are baseless and unsupported by facts only fueled by hate-filled jealousy. You have crossed the line of common decency.

I am Coward and McClary is NOT me. He’s no more me than you are! You have unfairly and wrongly accused an innocent person of something he didn’t do. And THAT goes against everything law enforcement stands for.

I pen “Coward” because Lloyd labeled those who resisted him as cowards for contacting the media during the Post and Courier investigation. Although I was not involved in that I felt the name was appropriate for my posts. YOU are by definition a coward for personally attacking someone while concealing your identity and hiding behind a computer. Man or woman up and post your name.

Every single one of my posts is factual, verifiable, AND based on truthfulness- like it or not! The information I post is accessible and obvious to everyone. How you singled out one person was not based on intelligence but based on a personal vendetta. And YOU should be ashamed.

I challenge you (and anyone else) to identify one thing I said was spurious. I have posted everyone’s thoughts and I have posted what everyone sees.

You should reconsider your personal crusade against the innocent people you have identified. You have done enough harm already.

I will continue to post things that are wrong with this agency. I will continue to post truthful information about specific individuals (and name them) when they are doing wrong. By ignoring the “dirty laundry” the administration will continue to operate as normal. They must be held accountable and this is the only way to do it.

Gainey transfered his Tahoe to a WORKING agent. Finally he’s done something for the good of the Division. Leaving will be the second “good” he’s done.

First I suppose I must qualify who I am before posting here so as not to be labled something that I am not. I work for a large local law enforcement agency and my only tie to SLED is that we receive Homeland Security Grant funding which is distributed by SLED to the locals.

First and foremost the one and only one at SLED that is deserving of blame is the “director.” The problem began from day one when Lloyd decided that he was to be titled “director” as opposed to chief. Section SECTION 23-3-10 of the South Carolina Code of Laws created the chief position not the directors position. SLED has been missing a chief since Stewart left. Have some of the command staff gotten out of hand, obviously they have. If there was a true leader this would not have happend. I do understand how someone on the inside would be angry at individuals on the command staff that may have done, but I still believe that the buck stops at the top. It is his command staff and they are an extension of him.

The only command staff member that I have any sort of interaction with is Major Tafoa. I have known him since he was an agent working arson cases. I can honestly say that he is a good, honest, just man. I truly hope that whoever the new director is, that they keep him onboard, because he is an asset to the agency.

Everyone seems to be in an uproar over the tahoes and suburbans. Some may have been purchased with state money, however others were purchased with federal homeland security money. The federal money comes with strings attached. You can’t purchase equipment for regular agents. It has to be put towards homeland security functions. Examples are those that work in HS or are on WMD response teams which includes EOD and SWAT. What you also may or may not know is that most of the HS money is distributed out to the local jurisdictions. In turn local jurisdictions purchase the same types of equipment for their personnel. Trust me is we were allowed to use the funding to support other parts of our agency we would, but it is just not allowable.

I really hope the new CHIEF will be better than the current “director.” Good luck to those of you that work there. You can go nowhere but up from here.

    @That’s Enough

At one time we would have called ourselves a “Family.” For the past three years agents have NOT been treated as family members. This administration has treated us as step children.

It’s ironic how we have paid the price all these years. They’ve told us it’s raining outside while they pee on our leg. We have exposed them for their wrong doings, and now they tell us not to “air” our dirty laundry and they call us “family and we stand together.” How pathetic! Sounds like someone switched sides to seperate himself from the others and now claims he’s one of us.

When was your last range qual? Do the other agents shoot at your target so you can pass like the last chief? You’re the top cop of the state – figure out who I am. Well heck (being nice), interrogate all of us. There is nothing sacred at SLED. SLED should be renamed RUMORS R US. Can you run a

The chief or director or whatever he’s called today should give up his salary to pay for the agents. How about that for morale? Take 10-20 % from each ass. director and split it with employees. Hows that for morale? Why does SLED exist? Mark Keel took a FU agency and fixed it. You took a good agency and F it up.

Its ok if I’m yo enemy that makes a total of 443 at SLED.

@COWARD why don’t you become the chief since you know sooo much about SLED. Please tell us who you are and maybe we can respect you. I’m low on the totem pole so it don’t matter what anyone thinks of me. This is a FU way to fix what Reggie started. Like I said – Stacy will not put up with any y’all.

The Director is not the only one who should shoulder the blame. RL listened to a group of people who filled him with BS and the whole time, all they (command staff) saw was MONEY. They don’t give a damn about SLED, no more than they give a damn about the agents. Their way of thinking is piss on the agents, if they want more money, tell them to go elsewhere. The chosen few are getting filthy rich, and are even beginning to turn on each other to get that few extra thousand ahead of other command staff personnel (which is quiet entertaining). It’s very simple, share the frickin money and quit being so damn greedy. We agents have families, college educations to pay for, and other responsibilities as well. Whe SLED has budgetted a new vehicle, and gets one from the Feds, do you really thing an agent even gets a snif at a new vehicle. Heck no. I still say RL ought to call the CS in and say hey you fruitcakes, your way of thinking and the BS you fed to me has cost me my career at SLED, but I ain’t going down alone. RL, re-visit some of those CS suggestions you’ve been given, and hold those people accountable.

    Well said…… (May 18, 2011 at 11:03 am)

“The process becomes more important than the product”, and I agree. I would like to add the person becomes more important than the Division it represents.

In taking the “bunker mentality” and creating their own “kingdom” they have established self-imposed power and created new rules and guidelines for their own; which is contradicts existing policy and guidelines set in place for the whole Division. Who would challenge them when others are doing it?

    EXAMPLE:

In Heatons kingdom, two of his subordinates are romantically involved in a relationship. Normally, this is something you wouldn’t be concerned about. However, this relationship has serious concerns. A lieutenant (Craig) is cohabiting with an agent (Casey) he supervises. To be specific- she works for him. The lieutenant, with the assistance of Heaton, had her transferred from the SVU to narcotics when they started dating. It is common knowledge they currently work assignments together and they are together throughout the day; when you see one you see the other. How do they get any work done? It gets worse. I was told by a SWAT person he used his influence to get her on the SWAT team- he said Craig even loaded her bullets at tryouts! Although she passed the tryouts, he said she brings NO experience to the team.

May I make a suggestion? Why don’t they carpool to save money on fuel costs? It is obvious they condone this type of behavior by allowing it to continue.

It is not my intention to air anyones “business” for all to see. I posted it because this is one of MANY examples of lack of leadership and inappropriate conduct allowed to fester under this kingdom (administration). Would it be tolerated at other agencies?

That is probably why his Deputy Director, Assistant Director, SWAT Team Commander, Assistant Director for Administration, State Homeland Security Director, and Chief General Counselor left. These are people he appointed. That speaks volumes. The young unexperienced once Homeland Security Director is still one of Lindsey Graham’s boys and sees him at least every other week.

There will not ever be and has never been a family at SLED because each leader only promotes their “friends”. Bee Sting(BS) and Coward(Cow) both are still employed there, both were favored under Sewart and have lost favor under LLoyd – we all know them they write the same way the speak.
Until a leader comes that is willing to look at who is actually working, (not kissing up or flexing muscles in a SWAT shirt) and agents can manage to be civil to each other on a daily basis (start by saying hello as you pass) the SLED family is a myth.

In their infinite wisdom, Lloyd, Hunton, Gainey, et al, elected NOT to reinstate ‘step-increases raises’ that would have affected a majority of agents. Hunton received a $12,856 raise and Heaton received a $10,000 raise. Together they say SCREW YOU!

Instead, the Lloyd Administration inundated numerous lieutenants and captains promotional opportunities for a select few, again. The blundering H/R director couldn’t figure if she was coming or going. She posted a public corruption position with a prerequisite in chemistry and biology. Please show her how to cut-and-paste. Any competent investigator can read the subliminal names attached to each opening. Why deviate from a good thing, right? Just as they did with the Conrad & Pumphrey promotions, THEY HAVE PEOPLE ALREADY SELECTED- minus the DNA.

I believe information provided on this website caught the attention of “someone” and the Lloyd Administration commenced operation “Cover Our Butts” regarding the Captain and Lieutenant positions in the Behavior Science Unit.

It’s an attempt to correct a salary racket that’s been ongoing for 3 ½ years…… There are two salaries that are questionable and scandalous. The current lieutenant (Mike P.) is paid more than the highest captain ($83,850.00), and a senior agent (Bo B.) is making more than most lieutenants ($72,000). Why are they now a concern? How are they going to justify those salaries? Better yet, how are they going to cover it up?

For the record I predict Mike will make captain and Bo will make lieutenant. More predictions to come.

Owens is a BAD CHOICE. Let’s keep him in his “kingdom” where they play internet games and are allowed to clean houses during lunch. I too hope Nikki makes the right decision for South Carolina by immediately removing all those “at will” employees. Every single one of them! The four got their big raises, now show them the door!

There’s a rumor they purchased a dozen new machine guns and an armored truck. (??)

Degreesfrom the NPGS, are paid for by the the federal government. A condition of receiving a degree from NPGS is that you stay in the field for a set amount of time not stay working for the same agency.

Coward, what you are is silly and misinformed. Your post on April 1, 2011:

Yes that is a SERIOUS piece, and only one example, of your “serious” dialogue. (pardon me while I wipe away the dripping sarcasm) OK I’m back
Hunton’s degree was not free and (I am honest enough to say when I don’t know) but it seems unlikely that Temple’s was either. MPAT is correct about the NPGS degree but these folks had degrees other than NPGS before they were hired (does Temple even have an NPGS?). As for Coward’s comments on Flondarina back on May 9, 2011,are way off base. Flondarina may need some anger mgmt classes but he has class 3 status as a LEO, ask at the SCCJA. Please coward be a little more of a man and only state what you know to be fact – I truly don’t have time or desire to edit all your misinformation.
Why does our Coward lash out so, you ask, please select the correct answer from below:
    1. He was in the Stewart clique, a little, grudgingly, and when he felt left out his political and family connections helped to push him back in – hasn’t worked with this admin.so he feels a bit lost and has definitely been marginalized in his current job. 2. Though his own skills could seriously be questioned he bashes others to deflect the view from his direction.
    3. He assumes that everyone uses his same methods and draws with crayons
    4. His sense of humor is as lacking as his “facts” and he beleives no one will check if he “sounds” as though he knows of what he speaks.
    5. He REALLY needs anger management training
    6. All of the above
I have a question for JUST THE FACTS. You said: “Oh I hope Nikki makes the right decision for South Carolina. Mr. Keel is not without faults and concerns. As second in command, under Stewart, he (they) promoted incompetent and unqualified individuals to supervisory positions. Though I don’t agree with the ones he named. How about the agent who made Captain without ever being a lieutenant and the agents who were put into investigative positions with less than zero experience in investigating crime? Still can’t blame Keels for that, only Stewart had final say about those moves. In the Captain’s case it was a classic example of appeasing another legislator. They should enjoy their last few weeks and face up to their choices. Reality must be setting in some because of the last few posts. Connell is over the Homeland Security Grants Section. He first worked as a planner when he began at sled for HS. Then he was promoted over HS grants. Then he was reassigned to assist the command staff in evaluating the needs of certain things or people. Now he back over the Homeland Security Grants Section. He is not sworn but has several degrees and is known for running the program in the ground. I’m sure there will be a response to the validity of this, but facts are facts. The last person who assumed the title still works in the section, but waiting on the facts about that to come to life. I bet there will be announcement soon on new director and it is going to be someone who will learn all facts and quickly make adjustments. What a load of crap is written all over these posts. What is really wrong with SLED is that for the last five to eight years or so a whole lot of people were hired that had NO, absolutely zero experience investigating crime and then were put in investigative positions. With over 30 years experience, I have worked with a lot of agents and it has only been recently that we get agents who are so clueless. When I talk to older agents, those who can atually help in an investigation, they say its people hired out of ppp or college with no background on the street and then put in investigative jobs. Are we supposed to train them? You can tell the difference between those agents that know what they are doing and those who only collect our paperwork and that is the extent of their “help”. That used to just be the ones who worked on child deaths, now it is a bunch of them.
I applied for SLED years ago and was told I would need at least five years of investigative experience AND a degree. I now have both but am glad I stayed put. The only one on here that talks any sense is the one who said to stop putting each other down. Reading these things it is clear who is in charge is not the only issue that needs to be handled. The laws that say what SLED is are 23-3-10 through 23-3-80. Read them.

Some people posting here are acting as though things like predictable promotions, and selective raises, and some favored folks doing what they want on work hours are something new under Lloyd! He dumped a lot of agents who were LERI and kept some, (many would say the wrong ones). Hopefully the next in charge (whatever their name may be) will use LERI the way it was meant, correct the fact that LERI’s came back and were placed in command positions not basic supporting positions, will examine who has been trained for what, who has specialized training, who is producing results, and recognize there are entire units overpopulated with agents that serve no purpose, hide behind the laws and distort statutes to serve their own purposes.

If Patterson comes in at least the “old” sled agents will have to stop saying “all she ever did was drive the SWAT truck”. It will be fun to watch them kissing up instead of talking down.

Beach, bike week, why is it that SLED lets some agents who live close to these assignments stay home then send them from as far away as Greenville to work them? Is that a good use of resources and gas?
    Who plans these things anyway?

If you know any of the current command staff at Sumter they can tell you the job is Patterson’s and has been promised to her for months. She told them she was resigning in June months ago and has promised some of them they would be coming with her. Even better, at least two of them have applied to SLED in the past and could not pass the screening. The “board” is just a smoke screen, she has also been meeting with Lloyd for months too. I always thought she was nice but the comments on WIS news are not nice at all.

MPAT you are right I credited you with this post by JUST the FACTS:
JUST the FACTS I asked:If Prill wasn’t the employee credited with buying a Kindle for personal use using a state credit card (on the Budget and control board site)? Also for you to please elaborate on how Birnie and Prill “have substantially improved the professionalism across the state of South Carolina and are well regarded by both the chiefs and sheriffs.” And why you beleive Owens is the best candidate and not as some post that he is one of the current problems? Also your post implies that while Prill and Birnie are not politically connected that Owens is? How? This information would be helpful for those who don’t know any of them – your’s is the first I have seen that has them even in the running. Thanks!
It would seem of Just if still reading he would have caught this and I am not sure after reading the above posts it matters in light of the news about Brown and Patterson but it could be informative to learn of two who are so well thought of in law enforcement.

No, as much as your little mind wishes I am, I am not KRONOS. I don’t need to hide behind another name. It’s obvious I am not the only one you’ve annoyed.

The truth is Flondarina does NOT hold a Class III certification from the academy. No matter how many times you say it, it’s not true. The only Class III person outside of Forensics is the gentleman who drives the command post. He went to the academy for his 10 day certification. “Ask at the SCCJA” …nicely worded statement. If you’re implying you verified with the academy his status- YOU’RE A LIER!!

I’ve concluded you are one of the individuals I’ve called out on this site. Are you one of the wannabe pilots receiving lessons on taxpayer’s money? Are you one of the two involved in an improper working relationship? Are you one of the two who received a tailor made promotion? How about one of the SCANNA security guards? I get it; you’re a friend of one who received an outrageous raise; or one of the ones, or a friend of, who received a master’s degree with no out of pocket expense to you? Are you the Farmville player? Your hostility towards me makes sense now.

Your motives are obvious. Distract, divert, and spin my messages. That’s fine, do whatever it takes gets your jollies off. You have ‘dummied down’ this blog with your tidbits and rants and I suggest you drop DKY and find another name. Then maybe others will take you more seriously; that’s until you open your mouth.

What really makes SLED more entertaining than watching a retard eat hot wings is the idea that the Governor is going to send somebody over there that can “set things straight” and turn the SLED into a law enforcement agency. You people really are clueless. Think about it, elite investigators. Where was the only place in the entire United States that a totally inexperienced, intellectual light-weight, political liability and unemployable lawyer (all rolled into one) able to get a job as the head of a state police force? That’s right elite investigators, at the one and only great SLED. South Carolina once again demonstrates why it is last in the nation in everything and a total laughing stock. SLED is unique in that it is the only place that somebody like your Director could get a job in law enforcement. The only other job he is suited for requires clear plastic gloves and a paper hat. He is the only lawyer that has ever managed to make Henry McMaster look like a legal scholar. That is really saying something! That pathetic little poltroon could not get elected to a Sheriff’s office or get hired by a town council under any circumstances. Now do you seriously think anybody other than a “has been retread” or some legislator’s slow witted nephew is going to show up to “fix it?” Get a grip. You’ll be lucky to get some ass scratcher who can’t hit his nostril with his index finger. Sort of like what you already have.

When was the last time that you heard a legislator stand up and demand to know what was going on over at the state police? When is the last time the Governor wanted to know what that smell was on Broad River Road? Where is the outcry from the Sheriffs or Police Chiefs? When’s the last time you read anything in the paper about the deplorable condition of the state police? All you have read about is how well “elite investigators” can fetch drinks. Was anybody particularly surprised or upset about it. No. That is the kind of thing we have come to expect. No wonder the trooper looked to see if Sanford was really in the car.

You poor mouth breathers probably believe that your next “Director” is going to be picked by that committee the Governor’s husband is supposed to be in charge of. You know how your next “Director” is going to get picked? In some sort of legislative wheeling and dealing; that’s how. That “committee” that is collecting a per diem and reading Microsoft template resumes isn’t going to have any more say about who gets the job than Ben Tillman’s statue. The way it is really going to go down is that the Governor is going to need a vote for something that really matters and she is going to swap the SLED job (which doesn’t matter) to get it. Can’t you just hear the phone call, “Senator Billy Bob, if you’ll get me those votes on the legislation I have proposed, I’ll appoint your brother-in-law with the funny shaped head to the SLED job! What’s that Billy Bob? Sure they can change his diaper! What do you think that Wait Staff er, I mean, Command Staff is for!” How do you think you wound up with the turkey you have now? Has anything other than bottom feeders bothered to apply? Telephone interviews? Oh please! Listen up elite investigators, here’s another clue for you; if the Governor gave a flying rats anus about the SLED, then that committee of hers would be out looking for, and trying to hire, somebody with half a chance of shaping up that place. As it is, they are just kind of sitting around, shooing the flies away and trying to look busy.

You don’t think the Governor is really bound by that committee’s recommendation, do you?

The idea that your current Director is giving pointers to his would be successor over in Sumter is just a little bit strange. Every police officer in the state has figured out that your Director is the Paula Abdul of law enforcement. More than likely they are just talking about stuff like how a thermos bottle works and the finer points of breath fresheners and maybe why every police station needs a well-stocked flight lounge.

To make matters worse for you, the economy is starting to tank again. You know what that means. If some people fetch their own drinks, they won’t need you. Law enforcement came to that conclusion some time ago……….

Mamba – What would you suggest that SLED/Governor do to regain the respect and trust that local law enforcement once had for the agency? There are still some very good investigators there, who can keep up and hold their own with any cop in the state. The Captains and above are the ones that make the working field agents walk in shame. Just help with the solution, and not be part of the problem – whats it going to take for SLED to regain respect and trust from the Sheriff’s and Police Chiefs? Some/most of the Command Staff were thrown into positions that were two or three steps above where they should be. And the agents are resentful that the so called CS and a few others are getting tens of thousands of dollars in raises, while the WORKING field agents (and some lieutenants)aren’t getting a damn thing.

@ hello – no brother, I’m not part of the CS, and my salary is well below 75K. I understand that morale is terrible at SLED right now. I posted what I did because I’m tired of people – both at SLED and outside of SLED, bashing this Agency. I understand that this is a public forum and people can say what they want, but I just don’t seem too many people posting to defend a great law enforcement agency that many people consider family. No, it is not a perfect place to work, but it could be a whole lot worse than it is. If someone is that disgruntled at SLED, then they need to go seek entertainment elsewhere. The grass isn’t always greener on the other side. This is not directed at you ‘hello’, but I once heard it said in church that if you aren’t happy at your church and you think you find the ‘perfect’ church somewhere else – don’t go, because if you do, it won’t be perfect anymore. I have full confidence that if the right individual gets the job of SLED Chief, we will get back on track. It won’t happen overnight, but then again, it didn’t get broken overnight.

It’s more of a CS bashing than an agency (SLED) bashing. Many people have put many years into SLED, and they are just disgusted at what it has become (there again, more of a CS thing). No, its not a “great law enforcement agency” anymore, and if you doubt me, just ask about 41 of the 46 Sheriff’s and 90% of all Police Chiefs. They will let you know where SLED is currently, with regard to being a great law enforcement agency. And please, don’t suggest that you can honestly call some of THOSE people in the CS “family”. You know what the majority of the CS is all about ($$MONEY$$). And they don’t give a rats A$$ about anybody but themselves. Not disgruntled with SLED, it was there long before this crew, and will be there long after. Its just going to take some recovery time. I still say RL should call all the CS in, and let them have a piece of his mind, for allowing this to happen. RL should NOT take the full impact of this alone. He darn sure didn’t create this all by himself, although he will probably carry the reputation with him for his career. RL should let it be known, who was advising him through all of this. I like RL, there for awhile, he had a good reputation with the sheriff’s, etc. His downfall was when he started listening to the ideas of the current CS. But, they will kiss RL’s butt up until the day he drives out of the parking lot for the last time, then those same people will be saying F— him. And unless the new CHIEF has knowledge of the current CS, The CS will have the new CHIEF suckered just like the suckered RL.

I doubt any command would go here, except to read. The people who care about the future of this agncy are those who work, and work hard and care about the reputation and the quality of what they do and how it is represented.
A new chief needs to be a CHIEF. A law enforcement officer who has done the job from the street to the office and understands what is wanted by the CHiefs and Sheriffs and what is being asked of his people. We should not have to listen to jokes about our agency everytime we walk into a local office to assist, and a lot of them recently have come from things posted here.

    -Need to increase credibility
    -Needs to increase communication skills
    -Must follow through
    -Must be prepared
-Needs to have more visibility in the community, on the team, and in your department
-Needs to understand and execute the philosophy of the City Manger’s (sic) office
-Needs to understand and follow reporting relationships
-Needs to keep the City Manager’s office informed
-Needs to collaborate with appropriate staff on disciplinary actions (Legal, HR, Assistant City Manager)

The report gave Clancey a four-month time frame to improve, and said if confidence in Clancey decreased, he could be fired immediately.

I would like to take this opportunity recognize Mr. Lloyd for continuing to bring dishonor and embarrassment upon this law enforcement agency; one that was once held in the highest reverence.

Although Lloyd was not the perpetrator of the horrible actions, he is the division head who failed to take decisive and appropriate action and relieve Mr. Simpson of his employment, permanently. Instead he justified Simpson’s conduct and placed blame at the feet of his victims.

Lloyds handling of the Simpson incident is indicative of his ability to hold himself and this agency to a higher standard. Within the last 3 ½ years Lloyd has fired or forced others to resign for committing so-called violations that were minor compared to Simpson’s behavior.

After reading the first editorial ask yourself two questions. What would you have done if you were Lloyd? What would Lloyd have done to you if you were Simpson?

“Partner,” I’m not mad just confused.

It’s in the bottom of the ninth inning, two outs and the count is 3-2. Lloyd’s at bat, he swings and misses, he’s out and we win! Then you, not knowing what the hell you’re talking about, runs onto the field and start fighting with the home team. Pretty sorry comparison, but it proves my point.

Before you start telling me I’m “just mad cause it aint’t going help you,” you really need to know what you’re talking about. It’s called reading comprehension. Take a break, start from the beginning and read all my posts. Don’t come in at the end and act like you know what I stand for.

From day one I believe I have been the biggest critic of Lloyd and his cronies for numerous things like: cover-ups, improper raises, misuse of taxpayers’ dollars for free pilot’s license for two, uncertified personnel carrying weapons, improper romantic relationships, SCANNA employees attending in-service, and the last 5 scandalous promotions, etc.

When I said I had a couple more posts, I was referring that I was going to post some “good byes” (May 19th, 2011) and well-wishes to the SLED mafia, congratulatory remarks to Keel, and maybe one or two informational posts at Lloyd and his cronies.

Finally, I ended my original posts with “How’s that morale.” With keels appointment I wrote “How’s that morale now?” Get it? Probably not.

When asked if he (Keel) would replace Lloyd’s leadership team, he said “More than likely.”

For SLED to heal internally, the architects (those responsible) must be terminated- every single one of them with an office on the top floor and that includes Lynn H. The agents are upset at the way “they” destroyed this Division. Allowing anyone of them to stay, especially in a leadership position, would delay the healing process and would send the wrong message.

Hopefully they’re smart enough to start packing now and not wait until the last minute. It would be “karma” if they had to be escorted off the property the same way they did Ben T.

    Dear Reggie and Command Staff,

Alright folks: who gets canned first: command staff or Simpson?

If Chief Keel were to suspect that a crime may have been committed, more than just getting “canned” may happen. I think Chief Keel will take the appropriate steps to have a potential crime investigated. If my memory serves me correct, “sexual Harassment” can be, and often is considered to be criminal in nature.

Last time I check, an “unwanted” touch is an “assault,” not sexual harrassment.

Therapy, I’m sure you are right, I’m just not up to speed on that stuff. But I still believe if Keel were to think a crime took place, he will have it looked into.

Took a break from here and now I am back with some questions….
    When is RL’s last day?
Does this Simpson still work at SLED?
Why does Dr. Connell make so much if he is not in charge of HS and DT is?
    Did SLED really loose accrediation?
    When does Keel start?
Has anymore people resigned besides RL since I have been gone?

Connell is pretty much a joke. I’ve been around him a few times – long enough to realize he is hardly capable of stringing more than a few words together without stammering and confusing himself in the most simplistic of thoughts and answers. Hopefully the new command staff will relieve this charlatan of any responsibilities he has.

Connell used to be a regional planner then was put as a program manager at HS. There were so many complaints from local responders that he was moved and promoted to not manage anyone and projects for sled. Last I heard he was put back as the program manager for HS and didn’t know why until Simpson story came out. Connell only focused on some project where you ask your neighbors about sharing supplies for a disaster. Can’t believe he is back managing a program that he couldn’t handle before. Just hope Keel gets the locals their money back from HS.

Trying to put a few things together here:

    * This Simpson character worked in Homeland Security, right? And he got to keep his job after he did what he did.

    * Another comment or two here alluded to the fact that there are only like 3 employees left at Homeland Security. How many were there before? And were they cut after or during this Simpson debacle? If they were, that’s obviously wrong on a whole bunch of levels (and illegal I think), unless these people were freakin’ shooting each other during work hours…something about this is REALLY fishy to me, does anyone else think so?

Thats because she no longer works at SLED but you forgot one person – you – because “Superman is coming!” and he knows who you are and the reality of the situation and has his marching orders from the gov.

What’s with the attitude? “Superman” has bigger fish, other than me, to fry. Don’t you think?

You are greatly mistaken and ill-in-formed to think Lynn “no longer works at SLED.” Untrue! For the last two weeks she was/is a panel member for the recent “bogus” promotions- which, by the way, is unprecedented. And, to this day things are still ‘screwed up’ in H/R, which is a sign she’s still here.

But, there is hope! If the rumor is true she’ll be leaving soon.

So Coward, I am hearing indications here on the street that Owens will be number 2 at SLED. What’s your thoughts on that. I understand he was one of the central figures with Lloyd in robbing other ares of SLED of their funding and staff in order to promote their so called Fusion Center and the now SLED run SEAHAWK center in Charleston which Lloyd use to run in his previous job and could not let go of. Some of us now call SLED the Charleston Law Enforcement Division cause that is where all Lloyd’s and Owen’s resources are focused, screw the rest of the state. I am told he has also pissed away a lot of money over there and someone needs to investigate. I am afraid Owen’s has B.S. the gov and others into thinking he is one of good guys when he needs to be one of the first to go and replaced by a more intelligent and for sure level headed professional.

Charleston is a huge issue because of the port.
SLED is suppose to help support the state not just its own empire. Chief Keel will make the right decisions with his leadership choices. SLED is going to have a makeover overnight, but it will take awhile before the bridges can be rebuilt throughout the state. Once Chief Keel looks at the current status of each department he will see who needs to go. He already has a list made and he will keep adding to it once the entire picture is shown. Anyone who is sworn that can not honor the oath will be gone. I suggest those who have already dishonored that oath to resign before July 1st.

    @Coward:
You are a big enough fish who has done nothing but cry “we need to be a family” then stabbed anyone you don’t like with a knife in the back. Many of the people you keep trying to ‘out’ have specialized skills that you wil never possess (no being a coward is not a skill). To keep these skills you must pay for them and it is obvious that you have no idea what anyone else is trained to do. You may be right about some of them but the wrong you have done is airing your “family” laundry on the Internet, you don’t call any one else’s name without being willing to put yours out there. You are a coward – its not a nickname and SLED does not need COWARDS.

You were just as negative about the governor’s current choice until you realized the selection was made. Do us all a favor – GO!

Well, I see Coward hasn’t done what he said and quit (suspect this is a personality trait with him: unreliability) and now that the decision has been made he has cetainly changed his tune about Keels, which I guess is par for the course with cowards.
Jakky makes some good points about special skills – but again we need facts: what skills, and have they been demonstrated to solve problems and are they useful in court? If so then depending on how specialized, how many people in the state possess them, etc they should be paid for or you will lose them.
The other point I like is the lack of respect shown by putting people’s real names out there for the world to see particularly without supporting facts.
Seems every one of the people whose names have been posted here are long time SLED personnel who were hired and spent most of their career under Stewart (though I admit I have no idea about Heaton). Where is your sense of “family”? I keep hearing it but only from people that are posting hateful, non-family things.
Have any of you posting this tripe ever been a supervisor, how about at home, are you in charge there? If so then you know that everything you decide is not popular with everyone it affects.
The thing about being in charge anywhere is that it is YOUR RESPONSIBILITY to make decisions, and some of them people won’t agree with.
Here is a thought: How about taking charge of yourself? Grow up and try to be responsible when you are posting about other people.
Coward will be back here (or some other spot he can air his aggravations publicly) with his like minded Igors as soon as Keels makes him mad. He yells about unity and creates disharmony, sure sign of a coward, make trouble then run away and let someone else deal with it.
Keels KNOWS the lay of the land, knows the players and has some political considerations to think about when he makes decisions just like Stewart and Lloyd did. When you think about about it he is the perfect blend of both: He is an attorney and he has an extensive law enforcement background and a history with SLED in which he has demonstrated he cares about the agency. Should work out well for everyone who isn’t a coward.
