Haley Backtracks On Choice

Nikki Haley’s run to the center of the South Carolina political spectrum picked up additional steam on Thursday when she said that expanding parental choice in South Carolina was “not a priority” and would not be her focus as governor.

That’s obviously bad news for all South Carolina public school children – but it’s terrible news for the estimated 75,000 children trapped in nearly 200 failing schools across the Palmetto state.  It’s also a surprising political about-face for Haley – who has previously sponsored and aggressively championed choice legislation in the S.C. General Assembly.

Instead of focusing on choice, Haley dusted off an education funding reform plan that looks eerily similar to a series of “SMART funding” proposals introduced eight years ago by current S.C. Gov. Mark Sanford, who failed to implement any of his major economic, educational or government restructuring plans (including school choice).  Sanford’s “SMART funding” proposals would have eliminated the state’s convoluted maze of funding formulas and sent money directly to local school districts in the form of block grants, giving them maximum flexibility.

Obviously that’s something we need in a state where less than half of each dollar that’s spent on education makes its way into the classroom.  But still, parental choice – particularly a universal plan that includes tax credits for all parents and scholarships for low-income parents – is the single-most important piece of the reform puzzle.  Not only does choice provide real “hope and change” for tens of thousands of children trapped in failing schools, it would also impose a degree of market-based accountability that our current system is clearly lacking.

South Carolina has dumped billions of dollars into its public school system over the last decade – with nothing to show for it but incremental gains among white students and the relegation of another generation of black students to second-class status.  This ongoing trend is simply unacceptable – along with our declining SAT scores, stagnant ACT scores and cellar-dwelling graduation rates.

Choice would also yield substantial taxpayer savings. Since the value of recently-proposed tax credits and scholarships are substantially less than the $13,000 spent by the public system per year per child, South Carolina taxpayers could end up saving hundreds of millions of dollars were a choice plan to pass.

Haley did say that she would sign a universal parental choice bill if it reached her desk, although her dismissive comments were clearly designed to separate herself from the issue.

Part of an unexpected sprint to the political center since she captured the GOP gubernatorial nomination, Haley’s new stance on parental choice stands in stark contrast to her voting record. Haley has consistently supported parental choice throughout her six years in the S.C. General Assembly – standing alongside State Sen. Robert Ford when he unveiled a sweeping parental choice proposal that included tax credits and scholarships last March.

In fact, here’s a picture of Haley standing with Ford and other legislators in support of the “South Carolina Educational Opportunity Act” (H. 3802) a piece of legislation she sponsored in the S.C. House of Representatives.

Haley’s opponent in the 2010 gubernatorial race, S.C. Sen. Vincent Sheheen, announced his continued opposition to parental choice at a press conference the day before Haley unveiled her plans.

    Wow – You mean Howard Rich and Club for Growth have spent all this money in South Carolina, they’ve had Mark Sanford as Governor (and the very able Will Folks working the propaganda front), they’ve gotten the so-called “reform” candidate at the top of the ballot, and they STILL can’t seem to get anywhere with private school choice?

    This suggests that it’s not a very popular idea with the voters, don’t you think?

    Newsflash: Not EVERYTHING can be a priority or there are no priorities. It’s basic logic.

    I think she’ll get around to school choice but there are definitely more important fish to fry first. The folks who’ve helped her get elected will make sure she comes through when the time comes, however. That’s not a threat, just a promise.

    And, so far so good, but since undoubtedly there are shriller and wackier–and therefore, far more entertaining–posts to come, I’ll apologize in advance for being so calm and rational in this post when readers are obviously expecting much, much more when diving into the current environment on this blog.

    Tack right in the primary, tack hard back to the center the day after the primary. THAT is how you win. And that’s all that is important to any successful.

    As far as elected officials and viable candidates are concerned, there is no “movement,” Will – only saps and suckers who can be used up and left for dead when they are no longer of any use to the candidate. Of course, some of the used-up folks can be bitter and may even have their own blog . . . but that’s another story.

    Oh my! A liberty-minded candidate says something is “not a priority” after having cleared the primaries hurdle and as she is preparing for the general election against a complete wack-job liberal. BIG DEAL. That does NOT mean the issue has been abandoned as some posters have wrongly assumed here.

    Once in the Governor’s office, I am confident that Haley WILL support school choice over the continued policy of FORCED theft of our money to support the government indoctrination centers which have essentially dropped all pretense of “education” of our children.

    The Haley announcement was simply a smart strategy designed to take the hot air out of the windbag opponent spouting sloppy love for government-run “schools.” Don’t be so upset just because the tactic worked.

    Remember: back during the first GOP primary debate, Judi Gaston ans her co-moderator had to ask the voucher question THREE TIMES to get a definitive answer out of each candidate as to whether they support school vouchers. All four GOP candidates finally said they did support vouchers.

    I have read Nikki Haley’s newly released education paper and have one question, WHAT HAPPENED TO YOU ???
    All our GOP candidates expressed support for educational choice reforms. In fact, in a televised debate not too long ago, I stood next to Nikki as she pledged her support for School Choice.
    A dressed up version of the Status Quo is simply not acceptable.
    Absolutely, all Nikki’s proposals are good, but they are not the true reforms that are needed or what was promised.
    Thomas Jefferson defines Liberty as having choices. It is high time that the blessings of Educational Liberty are made available to struggling South Carolina families.
    Now is the time for change. Now is the time for Liberty. Now is the time for Educational Choice.

    Al asks a damn good question. There are a few really good private schools in SC – Heathwood and Hammond in the Midlands, Christ Church and Spartanburg Day in the Upstate, and Porter-Gaud and Ashley Hall in the Lowcountry. My understanding is that FEW, IF ANY OF these schools support “private shcool choice” bills or would accept government vouchers if they way offered. These schools all have their own need-based financial aid programs just like private colleges do. They want nothing to do with government intervention in their schools.

    SO – if the quality private schools choose not to participate in Howard Rich and Will Folks’ government intrusion into private education, who WILL take the taxpayer handouts? Broken down country “seg academies” with names like Jefferson Davis Academy and bible-thumpers at Backwoods Crackahass Christian Academy, that’s who. . . Sounds like a brilliant plan, to me. Funnel scarce public resources into the hands of segregationists and creationists, absolutely brilliant.

    Go back to your private school. Thomas Jefferson fully supported public education, and he certainly would not favor forcing me to help you pay for your kid to go to private school.

    What choice are you offering for those of us who do not want to help you pay for your kid to go to private school.

    You voucher clowns are just a bunch of whiners trying to get in on the public dole. You probably would jump up and down and scream if the government announced it was increasing welfare for poor kids. But welfare for the parents of private school kids is just fine.

Nikki, the shine is atarting to wear off. You are losing voters every day. Time for some meditation…ohmmmmm…and yoga. People are starting to see the real Haley. As a taxpayer, I demand that you tell the truth, hand over the emails as requested and provide more tax records or step down. I call for a thorough background investigation of any candidate persuing state or national office. Sheheen included. I call for their credit scores to be released. Lets see how they handle finances. People, you need to stop accepting this. Demand the truth. This is OUR state.!!!!

    Will always has interesting numbers. The simple math of it is when you take the budget of my local school district and divide it by the number of students served you get a number just over $5700 per child. Included in that is a facility that has been open and used by the public almost nightly for decades. Somehow 5700 per child is no where near Will’s less than honest 13,000. Not every one buys the big lie!

    It is wrong to expect the taxpayers to pick up the tab for parents who send their children to private schools when we are already paying taxes for kids to go to our public schools. All children have the right to attend a public school at the expense of the taxpayer. If you do not want to take advantage of a free public education, then it is your choice to pay your child’s private school tuition. I should not see my taxes significantly increased, so my neighbor can send his kid to a private school. Larry Grooms is a nut and the voters from his area should vote him out of his office if he is supporting the increase of our taxes to send kids to private schools.

    Well, you have two people running and neither of them stand for anything. That’s what you get when you nominate members of the legislature.

    Also, South Carolina isn’t spending that much money per child. It is if you use fuzzy math to come up with a number that doesn’t include children behind the fence or in public pre-school classes. And if you count account transfers twice, count bond referendums (not state money), and lie about how much is actually going into the classroom and what is not. But who cares about facts; in 21st Century America everyone is entitled to make up whatever they want, as Nikki and Vincent both have shown.

    Hey Brakeman, likely Will’s number – the $13K – includes capital expenditures. Does yours? Let me answer for you… uh, doubtful. (And if you think CE shouldn’t be included, you’ll show yourself to be fiscally liberal and lacking in transparency since CE is real debt that really must be paid back). Also, the average operational number per child STATEWIDE is roughly twice as high as your $5,700 figure (or was when I last looked). So why your $5,700? Well, it could be that you’ve incorrectly calculated the number of actual students attending schools within your district. But, I’m more inclined to believe that you live in a wonderful, non-achievement gap community that doesn’t get all that much from the feds (and is instead living off of state/local funds) – gosh, ain’t government schools wonderful for whitey! Remember, the roughly $10K or so is only an average. Further, should you doubt me about the $10K or so number, just go pick up an appropriation act for the state and view the number for yourself – idiot!

    It seem’s so far the only thing Nikki has been doing is repeating Sanford’s tactics. While it worked to get him into office, he was unable to get anything done with the Legislature. If Nikki continues to go down the same road, we will have at least another 4 years of not accomplishing anything. Hate to say it but a vote for a democratic governor seems more and more likely. Never thought I would see that happening (unless Beasley was running again)

    Haley’s views are increasingly are all over the place. I think this issue really shows how little she understands the current problems our schools face. But even scarier, is that it is becoming evident that she has no real direction and that she is just fence riding to get elected. She’s not the golden child we thought she was. Her position on grocery tax and now this shows that not only are her ideas lame, it is almost as if she so confident she’ll be governor that she’s not even doing her homework anymore.

    As the parent of kids within an “award winning” school district – and as a true independent conservative (not that phony baloney Bush/GOP kind) – I know first hand of the liberal indoctrination. Sure, I don’t want some watered down BS religious curriculum for my kids. At the same time, that nearly all the administration and teachers within my district are Democrats at best and pure Socialists/Communists at worst is simply disturbing. Of course, ask any constituent in my nearly lily white community what their political persuasion is and they’ll proudly assert, Republican. This aiding and assisting the enemy – leftist public schools that indoctrinate – is just part of the reason why the GOP can go f@ck itself! Yeah, school choice now!

    There are so many reasons why vouchers for private school make bad policy. For starters, a quick trip to the SCISA website shows there are roughly 100 accredited private schools in the state. If we’re looking at roughly 75,000 children in struggling schools, that makes placing them impossible even if all other factors worked to the advantage of these students.

    Second, many of the truly exceptional schools have tuition rates that would likely be prohibitive for most of the kids in these schools even taking the vouchers into account. Third, many if not most private schools have academic admission standards which the kids may or may not be able to meet.

    If the vouchers are used to underwrite attendance at Christian schools, there could be some constitutional questions that ought to come into play.

    If our legislature were to pass something to allow school vouchers, the ones who would benefit would be parents like me who already have children enrolled in private school. While I would love a little help with tuition, taking it from the public school system does nothing to help those who can’t afford private school tuition.

    It’s a preposterous argument to suggest that vouchers will in any way make our state school system stronger.

    School Choice as a major public policy initiative is “rearranging the chairs on the Titanic”.

    While the evidence of giving parents more choice is clearly positive, the massive incompetence and waste that defines the “black hole” of public education will continue to crush this concept. Choice alone will not improve poor teaching, poorly written textbooks, flawed pedagogy, corrupt budgeting, use of flawed tests for decision-making or the unending lists of social Indicators that are still the best predictors of student performance regardless of what school the student attends.

    We have massive needs that are entrenched among a cancerous growth of 1000′s of education special interest and a funding system that allows taxation without any accountability. Competition needs to include dozens of ways to force the “black hole” of special interests to compete for the funding- starting with measurable economic incentives.

    The Feds & States have proven that “spending” and “dollar comparisons” do not result in improved outcomes in education except when looking at growth in salary and benefits. Education is a “jobs program” primarily for those people who score poorly on standardized tests. Those who can- do; those who cannot- teach. So sorry this is the case, but unions & willing politicians protect access and incompetence among all educators.

    Extremes on either side are off the mark. Our public schools have become expensive day care for 3-18 year olds, a jobs program for the less talented, a way to justify spending for local politicians to keep their elected positions and a gigantic “con” industry that uses “the children” to justify more government control of our lives, our families and our tax dollars.

    There are no easy solutions here and ‘Choice’ is no better a solution than ‘spending’. Read “Freakonomics” by Levitt & Dubner for starters.

    Let’s start by not allowing illegals into our schools – “oh, that would be so mean, think about the poor children, its not the child’s fault, what a mean and horrible idea, they deserve an education” and on and on and on – Change is really hard, isn’t it?

    Haley or Sheheen offer no hope for real change – no leadership here on either side!

If he had proof, he would have shown it. Viers, when asked about Haley, commented “no comment”. I wonder what Mark Sanford’s comment will be.
