By FITSNews || S.C. Sen. Mick Mulvaney (R-Lancaster) is in a virtual tie with fourteen-term incumbent John Spratt in the hotly-contested race for South Carolina’s fifth congressional district.
According to a new poll released on Wednesday by Public Opinion Strategies, Mulvaney trails Spratt by just two points (43-41 percent), which is well within the survey’s margin of error. That’s an eleven point swing in Mulvaney’s favor from a poll that was conducted last October by the same firm.
The most recent poll we’ve seen in this race – which was released in January – showed Spratt leading Mulvaney by seven points (46-39 percent). More recently, however, a poll conducted in March – just prior to Spratt’s second vote in support of President Barack Obama’s socialized medicine bill – showed that the powerful House Budget Chairman would likely lose the support of independent voters as a result of his stance on that particular issue.
While Mulvaney trails Spratt by a narrow margin, sources familiar with the new poll say that his supporters are much more motivated about the race, which is likely to translate into higher turnout for Mulvaney, who was one of only fifteen lawmakers in the entire S.C. General Assembly to earn an “A” grade on the most recent S.C. Club for Growth fiscal report cards.
Spratt defeated S.C. Rep. Ralph Norman by a whopping 57-43 percent margin in 2006 – the last time he was seriously challenged, although at that time the veteran lawmaker was still viewed as a moderate.
Over the last few years, though, Spratt has veered wildly to the left – voting for Obamacare as well as the failed $787 billion bureaucratic bailout and the controversial “cap and trade” energy tax increase. In addition to these votes, Spratt also led the fight to raise the U.S. debt limit to a ridiculous $14.3 trillion.
Spratt’s budget committee was so busy pushing Obamacare through the U.S. House earlier this year that it failed to draft a budget.

The big question: Will Sic Willie admit to an inappropriate physical with Mulvaney, another candidate he has been pimpin’?
By Insider May 27, 2010 at 10:49 am
It is worse for Spratt than that. Mulvaney is leading by 8 amongst the most highly motivated voters.
Time for Mr. Spratt to come home…whether it is voluntarily or by the will of the people remains to be seen …but he is coming home.
By stevetclark May 27, 2010 at 11:02 am
Mulvaney is at a severe fundraising disadvantage. If he is going to beat Spratt then he is going to need people to donate to him

to SCLAWBOY,
In regard to Sic: an old proverb says, “even broken clocks are right 2 times a day.”
I hope the people of South Carolina’s 5th CD get this one right. Mulvaney has been not only a strong conservative but someone who carries the banner well. Frankly, we need representatives that will articulate core conservative ideas, fight hard for their passage and be gentleman at the same time.

What about Sic’s inappropriate physical contact with Spratt?
By Doug R May 27, 2010 at 12:31 pm
Mulvaney at a fundraising disadvantage? Nice Try. The NRC is pumping this candidate like crazy. Again, it’s the hacks in Washington telling SC people what’s best. What’s best for this state and country is for Spratt to be reelected.
I’m so tire of this conservative crap. What has 8 years of Sanford gotten us. Name one thing. How bout 8 years of Bush. 4,000 dead soldiers later.

I can’t believe that even people who like him would describe Mick Mulvaney as a gentleman. He’s certainly a committed conservative but anybody that’s listened to him at all the last few years in the SC House, Senate and on the campaign trail would have to admit he’s a smartass. And that’s the gentlemanly way to describe him.
By Yay! May 27, 2010 at 1:33 pm
Spratt needs to go so a newer, smarter rat can take his place.

For all the Mulvany fans and enemy’s, please dig into his businesses dealings. Why have all the builders he worked with abandoned him? I’m no Spratt fan but if Mulvaney is going to treat our district and our country like he treated his developments, get ready for a giant suck fest of do nothing and broken promises.
His company turned the HOA in my neighborhood(Dominion Bridge in Fort Mill) over to the homeowners with out telling anyone, leaving without fixing erosion problems or putting up guard rails.
We then found out the detention ponds were not built to match the engineers plans leaving us with potentially huge bills to fix them and get them in working order. The only reason his company fixed anything so far has been pressure from NVR/Ryan Homes and the DHEC. He has yet to fix the detention ponds to match the plans/code.
IMHO, the only reason he’s running for office is because he needs a job. He’s burned so many bridges in York and Lancaster counties and Charlotte he’d have to shut down his company and start over somewhere else because he’s done as a developer here. At least he won’t have a Ralph Norman problem, with illegal workers working on his developments since he isn’t developing anything anymore.

Public Opinion Strategies is a crappy polling outfit that serves to create a narrative, not provide accurate polling results. Once again, you’ll be disappointed when Public Opinion Strategies and Rasmussen prove to be hacks and Republican narrative drivers, not pollsters.
By York County Native May 27, 2010 at 10:32 pm
POS represents hordes of candidates, none of whom are Democrats. Joe Lieberman is the closest thing they’ve got, so like I said, no Democrats. Moreover, as Mr. Hendrix points out, this group has no interest in gauging the public’s sense of a particular race but rather their sole intent is to inflate the prospects of whatever candidate they’re backing (who is usually the candidate paying for the poll). In the industry, they’re widely known for push polling and producing bogus numbers predicated upon loaded questions (i.e. John Spratt supports microwaving puppies…Now, who would you vote for?). Mulvaney hasn’t come out and said it, but I’d be shocked if he or Starboard or one of his other consultants didn’t commission this poll. It’s bogus. It serves one purpose – to help Mulvaney raise money, which he’s had a hard doing thus far (at least that’s the word out of both Columbia and DC). It doesn’t help him with the NRCC or national GOP donors (because they know that the poll is bullshit) but the hope is that it will help with Republicans closer to home, who don’t know how incredibly biased POS is will suddenly think this is a horse race. No doubt it’s a race. It may even be a relatively close race…But it ain’t two point race.

Dear mulvaney is my hero, Obviously you have not got ahold of the right people when it comes to the neighborhood you are talking about. Mr. Mulvaney has ALWAYS taking my call and responded to the same very allegations you are accusing him of. He has also done things there that he did not have to do. Unfortunately your complaining and gripping are all for none, because you do not know the Mick Mulvaney many of us do, your problems come from broken promises Ryan Homes and this is a fact. The issues where addressed to the point he was responsible for and now the rest lies on Ryan maybe you should go and whine and cry to them!
He is running to fix a broken political process not because he needs a job, he is more popular and respected by the people of these counties not just a dis-grunted person living in a development looking for someone to blame situation.
Because at the end of the day all the words you just stated are false and instead of hiding your name why don’t you come out with it and we can have the discussion in the hood versus behind a false name?
By OhNoNotAgain May 28, 2010 at 9:41 am
It was fun today seeing the story in The Herald. The NRCC going after Spratt for late payment of a property tax bill, and Spratt slammed back hard. Mulvaney did the same.
So, I wonder if the narrative ought to be, Mick Mulvaney will start paying all his property taxes on time when he’s in Congress and he might be appointed to the budget or appropriations committee?
Or is Mick Mulvaney going to defer appointment to either committee, so he can keep missing a tax payment or two?
By Perspective May 28, 2010 at 10:18 am
Spratt’s paid $1382 in late fines and delinquent fees on his taxes on his primary residence this year.
From 2005 to 2009, Mulvaney’s company paid four $20 late fees on residential lots the company owed

This may be a double post, I tried to post this and it was censored. I have redacted the names and cut the junk about landscaping and new management companies. This email was sent last year by the head of our HOA regarding the problems the developer left in our neighborhood, the turnover to the homeowners. The erosion problems and guard rails were fixed after the meeting described below. But from my window, the detention ponds have not been touched.

– Turnover of the Neighborhood
At the turnover meeting in April 2009, we were informed that the common areas / neighborhood had been turned over by the developer to the HOA without the knowledge of the two board members that have been involved for the past two years (XXXXXX XXXXXXXX and XXXX XXXXXXXXX). We had been promised a walk-through of the property and the ability to have a list the items repaired and/or corrected. The response from Ryan Homes has been excellent. Getting a response from Mulvaney Properties (Altura Group) needed motivation. Last week, a walk-though was done with representatives from the Town of Fort Mill, South Carolina DHEC, Mulvaney Properties, Ryan Homes and Erosion Control Services. We have been assured that the work requested will now be done. This has been a very stressful issue and has required a significant amount of time from the board members.
Thanks,
XXXXXXXXXX

I’m all for giving Spratt the boot. Even if Mulvaney is not the greatest or best choice at least it would mean getting rid of a career politician. We can give Mulvaney a boot in a few years if he can’t cut the job.

Nice try “Hero,” Mulvaney sold his development business before the bubble burst, He wasn’t run out of business. I have friends in that development and they say the issues weren’t ‘potentially huge bills’ it turned out to be 200.00 for the fix AND it wasn’t Mulvaney’s responsibility anyway! This is simply a rehash of the senate race “Mulvaney is an evil capitalist developer who steals from old ladies (they actually said that!)” the Lancaster News and the County Council said it was all bunk. In typical fashion Carol Fowler of the SC democratic party used the same smear last month, why let the truth get in the way of a hack job?!
Mulvaney is a successful businessman who has been nothing short of the best friend a taxpayer has in Columbia. If RINO’s (a term too often over used but in this case too true) like Sen. Leatherman, McConnell etc… would actually honor the platform they claim to represent instead of blocking real republican legislation like Mulvaney stands for, we would be in better shape. In any event, Anyone who would use these kind of smoke and mirror tactics to justify keeping a key architect of the current economic crisis in office is economically suicidal.

They were both late paying their taxes.
The taxes in Washington D.C. area a LOT higher than the taxes here.
By OhNoNotAgain May 28, 2010 at 12:23 pm
Also, Spratt said at least one of the tax problems was completely his fault, having put the bill in his briefcase and forgotten about it. It was paid a couple of DAYS late.
But Mulvaney is passing the buck on this to his “company.”
You be the judge.

The tax issue really isn’t that big a deal for either Spratt or Mulvaney, just a waste of time and air by the Nrcc and a local democratic party chair. The issue is who is wasting YOUR tax dollars and ruining our country’s economy? “I’ll take the budget chairman Spratt for 13 trillion Alex”

“Hero” I think you need to check your facts before making sladerous allegations without merit. I have met Mr. Mulvane7y on several occasions and am neither a supporter nor a detractor of his. What I do know is that within the last two weeks he has been contacted about issues that were brought up at our recent HOA meeting and personally checked into those problems. He responded in a very timely fashion with answers regarding the matter. Several HOA Board Members received his response and were to discuss it at last weeks Baord Meeting (which never took place). Once the Board discussed his findings, if there was any other concerns, Mr. Mulvaney was very willing to delve deeper to ensure any issues could be resolved.
The only horse I have in this race is that things are taken care of in my neighborhood. Pointing fingers and name called does nothing to correct problems. All I know is that Mr. Mulvaney has been responsive on this topic and in know way deserves the type of berating that you provided above. Good luck Mr. Mulvaney and thank you for the help you are providing for Dominion Bridge. We appreciate your help and efforts.

I’m glad to know our HOA’s woes may finally be coming to an end. May I suggest the board works on their communication to the rest of the homeowners, it would be nice to know what going on.
It does make me feel a little better about our choices in November, but doesn’t change the fact it took over a year to get this far. Makes me wonder if it would have ever gotten fixed if he wasn’t running for Congress.

Have you ever called or e-mailed Mr. Mulvaney? He is probably the easiest person in the County to find. I found his cellphone and home phone on his website. He’s always taken my calls.

The question is not where the candidates were born; but, who represents the views of the District more accurately. I don’t think that Spratt does so any more and that he needs to be replaced.
By Mark LaSalle May 29, 2010 at 1:52 pm
How much of our taxes will Mulvaney get back?
Spratt has gotten millions back from Washington to sustain the military bases without which much of SC would be disaster areas. His efforts sustained Shaw AFB through lean times and arguably saved it from BRAC.
If the District doesn’t want Shaw or the military, it should elect Mulvaney who (even if he is a decent fellow) will have ZERO power of the purse compared to Spratt.
Earmarks are the only way to get our taxes back for local use to address local issues. No one not living in SC has any reason to care about its economy, so we need powerful pols with seniority and committee seats to put our taxes back in our districts.
Throw out Obama, but Obama is not Spratt. Obama is not pro-military, Spratt strongly funds the military. Military and economic interests coincide in South Carolina, but without aggressive political support they will suffer and so will our economy. Military bases attract industry because they inject educated, skilled people into areas that wouldn’t otherwise have them. Support politicians who protect those bases and everybody wins.
By captmiller May 29, 2010 at 2:54 pm
OhNo,
Becoming the next Greece has nothing to do with “driving the right batshit insane” it has everything to do with driving us off a cliff into an ocean of economy crippling debt. Spratt as the chairman of the budget committee is driving that process, just like he was the primary driver/sponsor of the Healthcare bill reconciliation debacle. If that equates to “getting things done” in your book then you and your allies have no business- pun intended- driving anything but a Yugo.
By OhNoNotAgain May 29, 2010 at 4:04 pm
I’ll use smaller words so you can understand.
My post is a comparitive. It does not say what is good or bad.
Spratt gets things done. You may not like what he’s getting done lately. It’s obvious you don’t. But he WORKS. Hard.
I have been posting for months asking people to list one thing Mulvaney has accomplished, something tangible.
His state’s rights stunt about the Healthcare was just that.
Has he gotten a building built? A road paved? Come on. Just one thing, other than spewing platitudes that make the Red State’s mouths drool.
He talks the talk. He doesn’t walk the walk.

I have been living in the 5th CD since 2000 as a resident of Chesterfield County.
I have never voted for John Spratt, and I won’t in this election. This is the first time, up here in the 5th, where people have really bored down and understand the issues in this Congressional election.
This does not bode well for Mr. Spratt. People are finally realizing that he is not the fiscal and social moderate they always believed him to be.
People understand the over-spending, the loss of jobs, the endorsements he has given the Obama agenda through his actions and votes. There is also some concern with his health issues. And the democrat party leaders and administrators of his campaign here in Chesterfield County do not have a clue.
I believe it will be a close election, and there is a good chance Mr. Spratt will be returning home.
And as far as bringing home the bacon goes, that’s what any politician does.
But, I will not get down on my knees, wash the feet, kiss the ass, nor suck the dork of any politician who votes for every tax increase he sees and then expect me to be excited when he brings a small portion back to placate us.
Get involved people, enough of Obama and his cronies like Spratt.
By Mark LaSalle May 29, 2010 at 8:51 pm
I want to see the anti-Spratt folks tick off a list of things he’s done that are BAD for his district.
Spratt just scored 21 million bucks for the Air Force (CENTAF), at a good location (Shaw AFB) that happens to be in his district. That certainly isn’t wasteful pork.
Kill that golden goose to humor out-of-state Republicans and us locals can watch our property values rocket into the latrine. Spratt actually has a military record, unlike his opponent. I demand anyone I vote for have served in the military because otherwise they have no clue about it.
Get rid of Obama by getting rid of Obama, but Congressmen outlast MANY Presidents.
By Mark LaSalle May 29, 2010 at 8:58 pm
BTW, those from Chesterfield would be unaffected by anything that happens to Shaw or any other bases in the region. They don’t have any skin in the game locally hence may as well vote the national Republican agenda.
By EB May 30, 2010 at 11:21 am
I am not an anti-Spratt person. I hope him and his family does well, especially with the impending medical problems that could effect him.
I just happen to disagree with him politically.
He supported Obama.
He voted for ObamaCare.
He voted for the Stimulus.
He voted for TARP.
He is not a fiscally responsible person. Never has seen a tax raise he does not like.
He supports Cap and Trade.
Etc…etc…etc…
You are right, I don’t see the direct effects of increased spending at Shaw. And I don’t see it as him going above and beyond the call of duty to do things like that for his district. It is his job. Things any Congressperson should do. Don’t make a big deal of him doing his job.
I prefer to look at Mr. Spratt not as “Look what I did do for you today!!!” but as “Look what I have been doing TO you for the last thirty years!!!”
His time has come; the days of “Tax and Spend” democrats is approaching an end. We can’t afford them any longer. We are going broke. Obama and Spratt are sitting up front driving this catastrophe.
I sincerely hope he does well.
By Bob Harvey May 30, 2010 at 2:18 pm
Correction to what Mr. Mark LaSalle said about Congressman Spratt “Saving Shaw AFB” if flat wrong. Mr Spratt apparently likes to claim he saved Shaw but some quick research on the Internet reveals that it was not John Spratt that kept Shaw open. Instead, it was the Air Force’s recommendation to close Myrtle Beach and keep Shaw open. The Air Force made the recommendation based on two overriding reasons: Shaw community would have been more adversely impacted by a closure than the Myrtle Beach area would have been, and second; the land at Myrtle Beach AFB would bring significantly more money if sold than in Sumter. Fiscal reasons triumphed and John Spratt, nor any Congressman, could have made an impact on the Air Force recommendation — it was submitted prior to the BRAC commission in 1991 that eventually closed Myrtle Beach. Bottom line is, there is not much chance Congressman Spratt (an 8 year Congressman) had any influence on the process.
By south carolina May 31, 2010 at 12:31 am
Bob Harvey, you are RIGHT ABOUT SPRATT NOT BEING the ONE who SAVED SHAW AIR FORCE base!!! He only wants all of the people in his district and MAINLY the people of Sumter to think he has SAVED the base. My Uncle that is a Colonel (retired) in the Air Force that is from Sumter has lived his whole life for the military and Shaw Air Force Base CAN NOT STAND SPRATT!!! So all of you that THINK or Have HEARD that Spratt is the reason that Shaw was saved better do their homework and find out the REAL REASON. Spratt has NOT HELPED THE PEOPLE in his district, he has just added more GOVERMENT on us and that boils down to TAXES and not having choices about your own life. He has helped his own self and his family (in the BANKING business) Remember BAIL OUT, BAIL OUT, BAIL OUT. PEOPLE LET’S GET A NEW FACE IN OFFICE AND IF HE DOES NOT HELP US THEN WE CAN ALWAYS ELECT ANOTHER NEW FACE IN FOUR YEARS AT LEAST WE WOULD HAVE TRIED TO MAKE A DIFFERENCE AND A CHANGE AND DID NOT STAND FOR THE SAME OLD JUNK THAT IS GOING ON IN WASHINGTON NOW!!
By Mark LaSalle August 25, 2010 at 10:01 am
This is fun.
I was stationed at Shaw throughout multiple (don’t forget there was more than one!) BRACs and witnessed what the good Congressman added to the base. I arrived in 1985 and retired in 2007.
Bob Harvey doesn’t mention that there was more than one BRAC, and chooses not to mention HOW bases are PREPARED PRIOR to the non-political BRAC _evaluation_.
Hint to those who speak English: “preparation” and “evaluation” are different, and as Rush Limbaugh says, “words mean things”! The COMBINATION of community involvement AND over 100 million dollars of (completely mission-supporting and justifiable) base infrastructure development spearheaded (go read the list on his site, or shall I post that too?) by Congressman Spratt is what sustained and continues to sustain Shaw AFBs mission capability and value to the Air Force.

Rep. John Spratt is recognized for his very important support for the Air Force mission at Shaw Air Force Base over the past 20-plus years. He has given his support by advocating for the Shaw and U.S. Air Force mission. He as maintained a very close relationship with the Sumter community and the Shaw leadership regarding the mission requirements. Spratt has done a great job at bringing home funds we need for roads and other infrastructure in our state. 90% of the people who are mad about the health care vote don’t even know whets in it they just see big companies using it as an excuses to cut their employees health care to pocket more money and keep SC residents right to work and be poor state. Just like the oil companies use hurricanes and other things to raise gas prices to up their profits. Quit listening to the dooms day nut jobs and research things for yourself before you vote another friend of big business into office. The only way our current leaders can get business to move here is cheap labor… Lower taxes mean nothing if your wages are so low you still don’t have money for basic needs!!! The war is not concretive or liberal its about big vs. little man.. Spratt fights for the little man…
