By FITSNews || Women who are impregnated as a result of rape or incest in South Carolina would be precluded from receiving tax dollars to fund abortions, according to a controversial budget proposal introduced Tuesday by S.C. Rep. Rex Rice (RINO-Pickens).
Rice, who is campaigning for South Carolina’s Third Congressional District, is no doubt hoping to throw some red meat to social conservatives in his quest to succeed Rep. Gresham Barrett in the U.S. Congress. Given Rice’s obvious vulnerabilities on fiscal issues – and the strength of his Republican opponent, Jeff Duncan – this sort of pandering isn’t surprising.
“In cases where a pregnancy was not planned by the parents, I still feel very strongly that God has a distinct plan and purpose for each and every life,” Rice said in a statement. “Our tax dollars should not be responsible for interfering with that plan.”
In other words, if you get raped or impregnated by a family member, you’re only allowed to have an abortion if you can afford one.
“Plain and simple, the state health insurance program should not cover abortions under any circumstance,” Rex’s statement added. “The state of South Carolina should not intervene on God’s missions and our state funds should not cover abortions of any kind.”
With the notable exception of a clear and present danger to the life of the expectant mother, we oppose abortion here at FITS – particularly abortions of the hideous late-term variety. Having said that, we have a hard time imposing our belief system on victims of rape or incest.
Obviously, we’re polling the issue below …
UPDATE: Not surprisingly, Rice’s proposal is being touted on The Palmetto Scoop, a blog that is run by a paid employee of his political consultant, Richard Quinn.

I always marvel at how easily mere humans can presume the plans of the creator of the universe.
By Ralph February 23, 2010 at 3:22 pm
This proposal just seems to take away the taxpayer funding, not place any restrictions on physicians. And I have no issue with that.
By newzjunkie February 23, 2010 at 3:26 pm
It always amazes me how men want to tell women what to do with their bodies… Only individuals can account for their own actions on judgement day! No one else…
By Another Opinion February 23, 2010 at 3:29 pm
Fine, then. I hope he and other social conservatives will raise the children. If the family is poor, I hope they will pay for all child-rearing costs.
I’d bet my right arm if one of their kids were pregnant as a result of these circumstances, they’d damn well have the abortion performed.
By Go Cocks! February 23, 2010 at 3:37 pm
My understanding is that most private healthcare plans will cover abortion procedures. For those of you under private plans via your employer, is this correct?
But now you tell me that as a state employee, I (actually my wife) am not eligible for a benefit like this because of political leanings in the State House? Fine, will Blue Choice provide a rider that I can pay for individually or will the State House block this too? Fine, will the State House subsidize my raising of children?
Since the answer to the last two question is clearly no, get the fuck out of my private life!

The problem with both major political parties is that both groups think they need to impose their collective beliefs and values on everyone else. Pick the issue and one or the other party wants to tell us what to do. You want to know what is wrong in this country, that dynamic is a big part of the problem.
In the case of the abortion issue, while I am personally opposed to abortion, I will not impose my beliefs on others. I may be completely offended by another person’s values, but I want to retain the right to make my own choices, and for that reason I am willing to put up with the choices of others.
As for Rep. Rice’s proposal, the last time I checked both rape and incest are crimes. Our government spends money on many programs to help the victims of crimes, and even gives money directly to the victims of crimes. Why shouldn’t we have a program to pay for an abortion of a woman who is the victim of a crime and does not have the money to pay for the procedure?
This, along with many other reasons, is why the two major parties are in trouble.

This is the position of a total idiot.

Went to Urban Dictionary and typed in Rex Rice and bingo: prick, dick, asshole, cock, penis, cunt, jerk, idiot, dickhead, bitch, douche, douchebag, wanker, ass, twat, bastard, loser, tool, fag, moron, dong, schlong, dumbass, gay, wang, knob, shit, jackass, pecker, fucker, fuck, pussy, retard, douche bag, willy, johnson, faggot, arrogant, stupid, shithead, whore, annoying, sex, homo, fool, tosser, boner, arsehole, cocksucker, rod, weiner.
I wanted to come up with a single term to appropriately identify this cockroach but given all the choices it was too difficult to choose just one so I decided to list them all.

MERE HUMAN PRESUMPTIONS, PART II
Earilier today I watch Marco Rubio’s CPAC speech (anticipating even though I would most likely disagree with much of the policy, that because of his age- he would probably have a fresh take or at least pander less). Wrong on all accounts. It was a completely intellectually dishonest mash of dislogical statements & packed with contradictory Platitudes…served with a few talking points policy rehash.
But, the real confirmation that he is the wacko talking mouth of Demint & Co. was clear when I happen to click on his fairwell speech to his Florida House colleagues… (I will go back and hightlight it the post below)
DEMINT AT CPAC
It is now clear that Demint’s time is spent 100% on his new Marco love interest, along with his pet Party purging elections in California, Texas, Maine & Especially Texas. So among his many recent priorities, Demint finds it more important to defeat the current Republican Governor in Florida in a Senate Primary, than to even think about SC.
What’s more, all of the Big Corporate Donors & Millionaires in bed with Demint want their tax cuts and the ability to whatever they want, free of any regulation. TO do whatever they want. So slick Demint can give advocate specifically for them (while claiming to be the anti-tax, anti-government Champion for the Tea Party tax payers.
Regardless of Specific policy, Tim Pawlenty, John Thune, (even Rob Paul) have always struck me a pretty straight foward & truly more interested in Policy rather than grandstanding-me-focused-politics. Therein is my problem with Demint…
(I’ve never thought his goals or motivations are best policy for the good of SC.)
And of course Demint nudged in a reference to his Waterloo metaphor: “frankly sometimes it feels like I’m trying to hold back the tide and (pause for effect) the battle gets a little tiresome. And if I couldn’t come here every year to plug into the Cpac energy source (hot air?), I wouldn’t have the strength to fight Waterloo.”

God’s missions??? So one of his missions is having a woman raped and then making her have the baby?? Guess I’ll be fishing Sunday instead of being in church.

MERE HUMAN PRESUMPTIONS, PART II: MARCO’s WACK-o FAREWELL SPEECH
(to the Florida House of Reps)
Complete self-blowviating, & mockery of religion, are the two phrase that came to mind:
—————————————-
“Our Greatness doesn’t come from our army, but from the compassion of our people and the rights of all men.” “Peace on earth and good will towards men must always be our cause.” “Accept the Lord keep the city, the watchman width but in vane.” “I want you to understand how special of a country we share.”
“God is real. You can’t keep him out of the US Supreme court”… “He doesn’t want you to force him down anyone’s throat, by the way, but you can’t pass a court ruling that will keep him out of this (Florida House chamber) building, because God doesn’t care what the supreme court says… he cares about them, but not there rulings. God is not some old guy with a white beard who hovers over the world from time to time. God is a real force of love.”
…”Let me tell you what a force he is, He loves every human being on earth. Whether you are an embryo, or behind bars. Whether you got hear illegally, he doesn’t care if you have a visa- He loves you. He doesn’t care if you have committed the most heinous violation of the Natural laws of man.”
“you have never met a human being that gods doesn’t love, and you never will. But Its more than that, God doesn’t just love every human being, you can see it. Because I have seen it.”
(HIS CLOSER):
….I’ve seen it in a hospice nurse, who stay after her shift all night with an old lady because she doesn’t want her to die alone. You may think that was an act of the nurses’ goodness, But I’m telling you that doesn’t happen if its not the love from God.”
—————————————————-
Does this Marco Rubio not understand that a separation of Church and State, Protects….The Church. Why does he think religion is so scarce in England? When people start view religion as an interlocked institution of the government… people naturally stop trusting Religion. Citizens have the tendency to rebel against institutions associated with the Government in Power. And without trust, Religious institutions are crippled.
I go to church- but certainly I know I not the chosen one, with such omnipotent wisdom. Nor do I think my specific religious views or my religion in general is morally superior to someone who grew up under a different religious influence. And I certainly think that if Marco wants to continue his Sermons: then he needs to go back to school to horn his understanding of theology , rather than rely on the teachings of C Street & The Family. Demint and the Guys have Rubio on the verge of believing that Rubio, too is one of the chosen Kings.
By Bottom Line..... February 23, 2010 at 7:06 pm
An abortion is an “elective” procedure. Why should taxpayers foot the bill for something as unnecessary as breast implants or a tummy tuck?
By vicupstate February 23, 2010 at 7:13 pm
Keep your eye on Rubio. If he wins in August and November, which is pretty likely, he will probably be on the Presidential ticket in either 2012 or 2016.
He comes the closest of any person I have seen, to fulfilling the idolizied Reagan mantra that conservatives salivate for.
By Ynotfirst February 23, 2010 at 7:44 pm
this after another Republi CON stated disabled kids are part of God’s punishment…. go GOP.
By Silence F-ing Dogood February 23, 2010 at 7:47 pm
So, if rape victims should have the babies, what if mad scientists actually kidnapped a woman, then impregnated her – is this any different than the rape victims baby? I certainly know what my beliefs are on life and conception, BUT does the strenght of my belief system on the issue mean some on else who was forced against their will into such a situation and should have to not only bring the child to term, but also raise the child?
Kooks like Rex also probably believe it would sanctify marriage more if we could also force the woman who was raped having to raise the child together with the attacker and let him have full visitation rights, and maybe allow the state to pay for counseling to talk them into getting married to the attackers (after all a kid should be with his father right? and if since the child was forced on her, why not the whole family?)
“No means Yes!” You go Rex Rice!
By Myles Keogh February 23, 2010 at 8:37 pm
“I’d bet my right arm if one of their kids were pregnant as a result of these circumstances, they’d damn well have the abortion performed.”
Then go ahead and cut your arm off now cause you don’t know what you are talking about.
By R February 23, 2010 at 8:44 pm
I knew our state politicians were stupid morons but I’m getting more and more depressed by reading Fits. It just amazes me that in the year 2010 we’ve got such dumb asses.
By EM February 23, 2010 at 8:50 pm
After the baby is conceived, when is ok to end the life? first trimester, late term? It is a human life upon conception, the doctors calculate the due date and health based on this and if you have seen the ultrasounds you will see the rapid, miraculous changes each day/week/month. The genetic coding is from both parents. Does the mother get to decided the day of her baby’s death, the legislators, or you? What if the father doesn’t want the baby to be born? Do you support him ending the life against the will of the mother or is that murder? The old (before we knew better) idea that it is an inconvenience that can be taken care of is a stupid argument. Adoption is a very good choice for someone not wanting to raise a baby. There are waiting lists for people that want a baby. We know more now because of technology and babies are surviving when just a few years ago they would have been miscarried. The is no reason to end the life of a baby except to save the life of the mother.
By scooter February 23, 2010 at 9:19 pm
And I guess God told this jerk what he needs to do to make sure others can suffer. Who the heck is this guy? Every pregnancy will result in a planned life and future that God wants? I so doubt it. This guy needs to get over his need for power. I hope no one he is close to has a pregnancy from a rape. What will he do????
By scooter February 23, 2010 at 9:21 pm
Abortion is not always elective.
By madcock February 23, 2010 at 9:49 pm
Here’s hoping Rep. Rex and all the other Republican men who support him have someone they love raped, impregnated and financially unable to pay for an abortion.
Some might find that cruel, but its far less cruel than Rep. Rex’s bill, and its just a wish not a law.
By justme February 23, 2010 at 10:23 pm
I would be happy to accept a proviso that Rice will personally provide and fund a loving home for all children born as a result or rape or incest as well as full funding for all needs – to include health care and special ed – and a college education.
How about caring for babies AFTER they’re born? Mr. Rice, how is your record on that?!
By John Steinberger February 24, 2010 at 3:54 am
Either you believe life begins at conception or you don’t. No life is more valuable than another.
By EM February 24, 2010 at 8:11 am
Justme,
Children born of rape or incest deserve a free college education and free health care? Why would they get special ed? Do only children born as a result of a rape or incest deserve a loving home? If your home is not deemed loving are you killed or are the parents? What if you are conceived after one too many beers? What if they guy says I got fixed? Free College? What if your last child is starting school and you’ve put away all of the baby stuff, and the birth control method failed? Free special ed or college? Adoption is a choice.
Things happen in life that are not planned. When a life is created the circumstance surrounding the conception may vary but the conception itself is always the same. Should all pregnancies be judged on the circumstances that resulted in the conception? None of the arguments I have read address when life begins. When you can determine what time/age that a baby becomes human, that is when the discussion starts. If it is not about when life begins, then it most certainly is about when life (baby) ends.
By Skidmarks February 24, 2010 at 9:45 am
I seem to recall that the Supreme Court struck down the law banning partial-birth abortions because it did not provide exceptions for rape and incest.
By sid February 24, 2010 at 10:28 am
Nothing like waking up to a big ‘ol bowl of Hatred & Nuts, eh crazydick? Sounds like you just volunteered as the first suspect for all future violent attacks against pro-life women. Maybe someone can get a DNA sample from under your desk, if you haven’t eaten it all.
By Old Bike Dude February 24, 2010 at 2:48 pm
Always remember that these dickwads aren’t pro-life, they are pro-birth. They could give a rats ass what happens to the now breathing fetus. Yep, out the vagina and you’re on your own you little titting sucking leech.
By Nathan Earle February 24, 2010 at 3:22 pm
Without wading into speculation about Rex Rice’s political motives, which may be nefarious, it stands to reason that if abortion should not be legal at all (which it shouldn’t), then it also shouldn’t be covered.
Unfortunately, it sounds as if a large number of FITS readers think that the gruesome killing of an innocent child is not only justifiable in some circumstances, but that the killing should be subsidized with my tax dollars.
By sid February 24, 2010 at 3:40 pm
If the abortion industry would simply offer to do charity work, the whole tax dollars issue would no longer be an argument. The industry rakes in hundreds of millions of dollars a year killing babies, so you’d think they’d offer up freebies to the poor. I guess they’re more greedy than PR-savvy.
More dead babies=more money.
More live babies=less money.
More adoptions=less money.
I can see what the “choice” of the abortion industry would be, every time.
By madcock February 24, 2010 at 9:33 pm
Sid, you want to force a woman who’s raped and poor to carry her rapist’s fetus to term.
I’m saying it would serve people like you and Rex right to have to confront this situation in your own lives.
And that makes me hateful and nutty?
You Republicans truly have no shame.
By sid February 24, 2010 at 11:39 pm
Try reading what I posted again, crazydick. What makes you hateful and nutty is probably a chemical imbalance in your brain. It also seems to make you stupid.
What I said was, the abortion industry should offer to do the killing gratis, since it tries to pretend it cares about the lives of women and their ability to “choose” to kill their babies, and not about turning a profit. The fact that it does not remove the public tax argument by volunteering to perform the “noble” service it provides for the folks who can’t afford it (regardless of whether they were raped or just irresponsible) tells me the true interest is money.
Now, where did I say anything about forcing anyone to allow a baby to live, regardless of how that baby came to be?
Oh, and why should a woman who was raped, but can afford an abortion, get it done by the state? Does the state pay any other medical bills when violent criminals harm citizens? Oh, that’s right, you’re probably one of those morons who supports Barry-Care, so I guess that’s your goal.
By The Lord March 1, 2010 at 5:11 pm
You silly fools, your legislation proposals make me laugh. As if you can interfere with my plans… politicians who seek to force women to carry a fetus to term even if it is the result of rape or incest are simply trying to ensure their own genes are not destroyed.
