		<description>Get ready because the EPA is about to do what could never happen in Congress, and not a single vote will be taken to make it happen.  The EPA is in the early stages of regulating &quot;carbon emissions.&quot;  And lest you think that Congress is going to put the breaks on that effort, all that may happen is that Congress will pass Cap and Trade, which everyone will see as the lesser of two evils.  

Still think the Clean Air Act and the Clean Water Act, with all of the power that was given to the EPA and the Corps of Engineers, is a good idea?  Sic, still think South Carolina&#039;s Administrative Procedures Act is flawed?  We are getting screwed with our pants on, and the screwing is the result of 40 years of legislative incrementalism.  

The Environmentalists are jumping for joy, and so are the liberal elites.  And politicians like Mark Sanford supported them because they could not see past their personal beliefs and understand the long-term effects of the various incremental bills that they supported.

What is happening now is the result of the longest, most patient legislative strategy in the history of the world.  It would be a thing of beauty if the results were not so bad.</description>

They will probably have a few small projects to show visitors from developed countries, but I guarantee in most cases only a fraction of the money given a developing country will be spent on green projects....It&#039;s just a way to tell the developing countries to shut up, go home, enjoy the money we  send you and let the big boys hash this out...</description>
