Because they knew by sunrise their ass would be dead. No jail, no lawyers, no appeals, no nothing by a bullet in the head. IRT contractors, etc. While working for the Navy we used to buy steel, pipe, fasteners for submarines. We specfied the specs that had to be met. Vendors would swear on a stack of Bibles their stuff met them. However when we did spot checks we would find they didn't. After spending many years workng for the Navy I can tell you that flashy, shiny, new, etc. is what gets the people and Congress' interest. If Navy wants money to refit and modernize existing equipment no one listens much to them. But say you are going to build something brand fancy new then they all get excited even if it costs more. Objects like new ships are visuals to have your picture made next to. Modernized computer systems for air traffic control just ain't sexy enough. I didn't say I agree, I am just telling you the way it is. Next, after spending many hours flying the air lines I can tell you that weather, equipment problems and traffic control are the 3 biggest lies airline use. I have seen Delta have two flights to a major city leaving ATL within a couple of hours of each other and neither is sold out. In fact all those on the first plane will fit on the second plane. Just like magic they cancel the first plane for one of their 3 favorite excuses. Now to the video. I have no problem contracting it out but there must be oversight which means inspection.
