Pass H.3992, the South Carolina FairTax Act. Dr. Art Laffer has documented that 1500 businesses per day are departing high income tax states and relocating to zero and low income tax states. By eliminating our state income tax, we will attract small businesses from other states, as well as wealthy retirees, who buy homes, hire contractors and stimulate the local economy. We can do it by eliminating the 300 exemptions in our current sales tax code. Both Larry Grooms and Nikki Haley have suggested that South Carolina's business climate would be better if the income tax is eliminated.
