		<description>SCRA from what I hear has promised many researchers start up funds and not followed through, leaving empty promises and scientists holding the bag. I have also hear the word &quot;crook&quot; used to describe the SCRA people and I have hear that they don&#039;t know squat about research. Not sure why that was told to me...not sure what makes them crooks. Anyone out there know?</description>
