He was aiming for a mouth shot (so the pirate would still have consciousness for a minute or so before going nite nite) but the raft bobbed an INCH unexpectedly. Trust me - these folks do not like to miss by an inch. He is punishing himself with extra time on the shooting range so his next shot hits its intended destination.
