Black Students - SC leads 265 - 248 (+17 margin) Parents Graduated College - SC leads 291 - 267 (+24) Eligible for School Lunch - SC 269 - 257 (+12) South Carolina beats Chicago in every category, using the exact same test. Other states similar to SC are doing much better than we are because they have changed the way they address education. The Governor and Legislature are responsible for this. To try and minimize the affect of $700 million by saying it is only 10% of the SC package is crazy! $700 million is a lot of cash! We are going to pay it back no matter what state gets it.
