He still believes the SPA creates 260,000 jobs in our state - just like Al Parish told us before he was sent away to prison . Frankly, I am more inclined to believe the state audit council's estimate of less than 5,000. Labor costs more because international agreements with steamship lines restrict the use of non-union workers."
