		<description>While your statement is certainly true, let us not forget who was steering the ship into the iceberg at the time.  The Congress can only act on passing laws that will benefit the people in such circumstances once the administration has presented the facts and rallied his political troops in the legislative trenches.  The push for the Emergency Economic Stabilization Act of 2008 was proposed by former Sect&#039;y of the Treasury Henry Paulson and immediately backed by former President Bush.  It is his administration that Paulson was apart of that failed to lay out the facts and install provisions on the regulatory end to insure the use of funds and release of credit.</description>
