		<description>Change in the SC House can only be enacted from being placed within.  People like Nathan will loudly stick to principles but will never accomplish anything in the House, or wher it really counts, IN HIS DISTRICT!  It really comes down in his case as bad tactics over good strategy.  Mind you, I&#039;m not downing him. I&#039;m just pointing out that you have to be IN A POSITION in the House TO GET THE ABILITY to make change.  Here is where the rub is:  Some like Merrill and Bingham openly sell out to Harrell to get on the inside, but they pass the point where change can be made and then are unable to do so.  Others get inside by sticking to their principles but not in an obnoxious way.  Harrell can&#039;t block everyone out, and those who slyly get through the system to a solid field position to throw stones have to do so with timing and precision. These are the people Harrell is scared of, and we know who many of them are. Nathan will never get close enough to throw a stone and hit the mark because he will never &quot;get on the field&quot;.  Nikki is on the field which is why this has become a loud controversy.

Those who get on the inside can force Harrell into taking positions he may not want or be forced to look real bad.  Harrell can&#039;t be on the wrong side of every good issue or he will face retribution from his own voters.  When those on the inside put conservative issues in front of him he must go along.  In those instances he has been quietly defeated because he must vote the &quot;right&quot; way.  That is why you will ultimately see him vote for transparency.  But only because Nikki has penetrated and gotten inside, not like Nathan who must throw his rock from 500 feet away and be 450 feet short.  Also, Nathan is living large in the blogging arena, but has voted for these budget busting budgets and pleads to increase cigarette taxes.  You can&#039;t make up the rules of conservatism to suit you Nathan, remember that.
