He admits he is for transparency, but never admits he is committed to the Haley bill. Which is the only way to show true transparency, unfortunately it is an all or nothing situation. That resonates with the public regardless of his efforts to divert their attention. His attack on the Policy Council just goes to show they are effective and he is feeling the pressure.
