		<description>Looks like there is an &#039;innovation center&#039; to be located in an old matress factory in Charleston&#039;s East Central neighborhood of all places.....Charleston.....  Ironically enough....SCRA is paying $5 million for the overhaul.  I wonder 1. Where that money came from? and 2. When did SCRA get into the business of brick and mortar projects without the oversight of either Joint Bond Review or the B&amp;CB?</description>
