The last time this was done was January 9, 2001 when the Republicans took over the senate chamber when I believe 24 votes were needed to change the rules and the old precedent book thrown out. I was there. The number of votes needed to make a rules change was increased after the Republicans took over was increased to 27 which is one more than there present majority. This is the absolutely most plausible conspiracy I have read in a long time, espcially when the sanford army was working on a deal to oust McConnell, Peeler and Leatherman out of their leadership positions. Write about that scenario also Will.
