Beaufort Mayor Bill Rauch was charged with insider trading Wednesday and agreed to pay $44,000 to settle the case brought by the U.S. Securities and Exchange Commission, though he admitted no wrongdoing. 

Rauch, who has been mayor since 1999, serves on a business development board for Los Angeles-based Advanced Cell Technology and in 2005 agreed to refer potential investors to the company in exchange for stock options and a percentage of the money raised through his referrals.....................</description>
