Even though, it IS illegal.....when the REX group got off with a $50 fine.....it was made clear that the penalty is so small .....that is was worth doing it! We spent more than 6 months prosecuting this....with a very silly result! Where was the outrage when the Ethics Com. ruled on this after the 2006 campaign???? One could argue that, as long as the message is clearly marked as campaign mail, the burden is on the employee not to open it on a government computer.
