BELTRAM ACCUSED OF IMPROPERLY SELLING VOTER LISTS

FITSNews – April 23, 2008 – Spartanburg County GOP Chairman Rick Beltram – already in hot water for running a private consulting business out of his official party office – could be facing additional heat for violating an agreement with the S.C. Republican Party over a voter database known as “Voter Vault.”

According to multiple sources in Spartanburg, Beltram is selling ”Voter Vault” information to certain Republican candidates while refusing to provide it to others, which would be a violation of the agreement permitting him to access to the information free of charge for party-building purposes. 

According to the SCGOP’s “terms of usage” agreement with County Chairmen, they are given free access to the database in their official capacities but selling the list is expressly prohibited.  

“Under no circumstances will you use this information for commercial purposes,” the agreement states.

“Voter Vault” is a national database of GOP voters that is maintained by the Republican National Committee and provided at no cost to state parties. After each new primary election, however, the SCGOP incurs costs to update the list when it purchases voter files from the S.C. Election Commission.

The list has always been provided to County Chairmen as well as candidates for federal office by the SCGOP free of charge.

“(Beltram)’s people aren’t even being smart about it,” said one GOP activist in Spartanburg who spoke with FITSNews on the condition of anonymity. “They’re refusing to provide the list to candidates they don’t like, but they’re also screwing over the candidates they do like by making them pay for something they’re supposed to have free access to.”

Beltram’s associates may also be misleading candidates in an effort to hide their improper use of the database.

For example, Spartanburg GOP Vice-Chairman Paul Manly is reportedly telling prospective clients that Beltram’s firm has a special software program which provides Voter Vault data on a precinct-by-precinct basis, despite the fact that Voter Vault already offers precinct-specific information.

Beltram was criticized last week by SCGOP Chairman Katon Dawson, who called the County Chairman’s political consulting work “inappropriate.”

It remains to be seen how the latest accusations will play out, but early indications are that the Party is taking a dim view of his activities.  

“County Party Chairmen are granted the privilege of Voter Vault access for the specific purpose of building the party,” SCGOP spokesman Rob Godfrey told FITSNews. “Chairman Dawson views Voter Vault as a tool to strengthen our party and expand its base, and would hope that County Chairmen use it in that same vein.”

Will:
You are incorrect. Any direct voter vault information is e-mailed FREE to all candidates who request such! None of the Spartanburg candidates have been refused. Some spent very large sums of money to find that their product was not as good as ours. I cannot control how they decide to spend contributors’ money.
However, hard copy reports which have costs involved are a different story. My costs are reimbursed.
However, the main source of activity has been for automated and live calls where again the costs from the vendors are reimbursed by the candidate.
I am sorry that there has been so much bad reporting which has put me in a bad light. The net result is that Spartanburg County GOP candidates are well prepared and ALL candidates are given equal opportunity. The rub is that some realize that our costs are SO much lower than other services.

I just can’t see how this is a big deal.

The SC GOP has been whored out over the last 6 years to such a degree that I can’t see why in the world anybody would raise an eyebrow over this.

The GOP is one small group of insiders trading favors to suit themselves…and I just can’t fault the Spartanburg idot for grabbing such a small portion.

Voter Vault is a competitive disadvantage, the data is not just bad it is horrendous, how is it that ten households can have the same phone number? Voter attributes are incorrect as relates to gun ownership et cetera. There is no competitive advantage when both candidates have access to the same bad data.

Rick Beltram is the most egotistical back stabbing kind of politician there is. Funny thing is he isn’t even a real politician, he isn’t really elected to a public office where all citizens get to vote. His idea of fun is to have people make fun of him and him to lie to other people and snicker because he thinks other people can’t figure out that he is lying to him.

I have had the unfortunate experience of having to work with/through him while working on a previous campaign and you simply have to know that you can’t trust him as far as you can throw him. (speaking of which, you couldn’t throw him very far, at all).

He has recently come out criticizing a friend of mine who is running for the Senate in Spartanburg County as not being totally truthful. Anyone ever noticed that the first criticism that people most often lob is the one that hits closest to home? Beltram is out there looking at other people’s polls and then offering to conduct his own. I wonder if somehow, miraculously, they begin to look like the one he has just conducted.

Rick, I am glad that other County Party Chairs and the State Chairman have at least an idea of what ethics are and refuse to pick candidates in primaries. Would you please do us a favor and move your yankee ass back up to New Jersey?
