		<description>Limits on revenue?  How confusing.  Limits on the percentage of revenue relative to economic growth, or just limiting revenue?

McConnell promotes it and that worries me; McConnell the big spender for a submarine.

A councilman in Oconee County is reported saying &quot;We don&#039;t have an over-taxing problem, we have an under-spending problem.&quot;  He is talking about the extra-ordinary amount of millions of undesignated reserves held by the county and the school district.  

Limits on revenues?  What will the state do when re-assessments at local level start lowering assessments and the county tax base goes down.  Will the limit on revenues apply to the old tax base revenue, or the new lower tax base revenue?

Personally, I rather we start with the state paying for all the mandates it sends down to local level, instead of making us pay for state mandated requirements.  That would slow down some of the legislative lip-service.</description>

		<description>It&#039;s a good idea in theory, just like it was when the governor proposed it (a revenue cap with rebates) in 2003. I&#039;m still convinced that the main reason it didn&#039;t pass then is that Ed Sellers (whose proposal it was) made it so complicated that nobody could understand it. A by-product of that was that it wouldn&#039;t have been as effective as he said it would (with everyone taking him at face value).</description>
