You got it ... it would be illegal for anyone to make a commitment or solicit a commitment in the manner Harrell is alleged to have done.

There is a specific deadline for when legislators can make those commitments, and it is well after the Judicial Merit Screening Commission has done its work.

Of course, the law is widely viewed as a joke, because everybody makes and solicits commitments for judicial races whenever the hell they feel like it.
