How Bills Become Law In South Carolina?
MORE ON THE “SCRAMBLED CHANNELS” BILL
FITSNews – February 6, 2008 – We’re all familiar with the concept of “kneejerk” legislation, but State Sen. Chip Campsen’s bill to block scrambled channels in our fair state could be the first-ever example of “jerk-jerk” legislation.
We don’t have any evidence to support this, but Sic Willie’s theory on the genesis of this proposal (dramatized in the American Pie clip above) is nothing if not plausible, people.
More importantly, the world is without question a better place now that the expression “yankin’ the Franklin” has entered the popular lexicon.

I’m rather nostalgic for Andre Bauer’s alligator jerky legislation from about nine years ago. That was a brilliant piece of policy.
