On the resolution itself, tough issue - there are a lot of factors at stake here - and important considerations about how efficacious such resolutions are in the first place, as you point out. However: Did it happen? Yes. Do people still argue that it didn't happen. Yes. And that is why some people still haven't gotten "the f*ck over it." Probably.
