Hell, why not make it another two billion?

We provide the innocent citizens of those counties with state income tax credits or vouchers which are earmarked for private safety. Since it's obvious that their law enforcement is not providing them with a "minimally adequate" degree of safety, they could use state money to hire their own law enforcement protection or simply to buy their own handguns. After all, why should some citizens of our state be 'trapped in failing " public protection systems when a private alternative is clearly at hand. We could even form a lobbying group for the purpose with a neat name like "Putting Victims in Charge," I have the perfect solution to the violence problem in Sumter and Florence.
